The Government is providing an additional Q&A for clarification.

Question: Will the Government allow 1. Offerors to submit the DoD PA as a separate attachment or appendix outside of the Tech/Mgmt Volume page count or 2. Submit only the front authorizing page of the DoD PA, providing the critical point of the cloud solution validity pre-award, recognizing that the full PA is a CDRL and will be provided post-award?

Answer: The Government will not allow a separate attachment or appendix outside of the Technical/ Management Volume for the DoD PA. Section L Element 1.2 Systems states offerors shall include, SaaS Technical Environment Description including copy of DoD PA and is included as part of the page count.

The answers to the questions have been posted. The amendment that updates the closing date and changes referenced in the Q&As will follow no later than Thursday, 28 October 2021.

The AESMP program will encompass an Army-wide global Enterprise Service Management system that will allow multiple Army Agencies to utilize the system awarded in accordance with the Army Enterprise Service Management Framework (AESMF), based upon the Department of Defense Enterprise Service Management Framework (DESMF).

A single award Indefinite Delivery Indefinite Quantity (IDIQ) contract will be awarded to a single vendor via a competitive Best Value evaluation. Two task orders will be awarded: one for the AESMP Information Technology Service Management (ITSM) Software as a Service (SaaS) and another for the Army Enterprise Service Desk (AESD) Managed Service Provider (MSP). The IDIQ contract will have 10 ordering periods that will support multiple task orders. AESMP will provide the AESD and ITSM capabilities while also providing the base platform that will be used to provide delivery of other AESMF-based processes such as IT operations management processes or IT business management processes. ARCYBER will maximize the use of AESMP to support enterprise management processes and workflows.
