AEROSPACE ENERGY SOLICITATION FOR AVIATOR’S BREATHING OXYGEN (ABO), NITROGEN, TECHNICAL (LNB), PROPELLANT OXYGEN (LOA / LOB) AND PROPELLANT PRESSURIZING AGENT (LN9) FOR WESTERN UNITED STATES (PPN 9.1D)   2

The Government intends to procure products using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, FAR 13, Simplified Acquisition Procedures, and FAR Part 15, Contracting by Negotiation, as applicable. This announcement constitutes the only solicitation; proposals are being requested.

Solicitation Number: SPE601-20-R-0330 for PPN 9.1D, Aviator's Breathing Oxygen (ABO) , Liquid Nitrogen (LN2), Nitrogen Propellant Pressurizing Agent (LN9), Propellant Oxygen (LOA), and Propellant Oxygen (LOB) for multiple locations within the Western United States is issued as a Request for Proposal (RFP).

The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circulars 2021-04 Effective 19 January 2021; Defense Federal Acquisition Regulation Supplement (DFARS): DPN 20210115 Effective 15 January 2021; DLAD current to DLAD Rev. 6 & Proc. Ltr. 2021-05 (Revised January 28, 2021).

The associated North American Industrial Classification System (NAICS) code for this procurement is 325120.

The Small Business Size Standard is 1,000 and this solicitation is unrestricted, Full and Open Competition for Aviator's Breathing Oxygen (ABO) NSN:6830-01-644-2463 IAW MIL-PRF-27210J, Technical Nitrogen (LNB) NSN:6830-01-644-2557 IAW Commercial Item Description (CID) A-A 595003D, Nitrogen Propellant Pressurizing Agent (LN9) NSN: 9135-01-665-3253 IAW MIL-PRF-27401G, Propellant Oxygen (LOA) NSN: 9135-01-665-3259 IAW MIL-PRF-25508J, and Propellant Oxygen (LOB) NSN: 9135-01-665-3235 IAW MIL-PRF-25508J, offerors shall use the most current version of Military Spec and Commercial Item Description publications.

This requirement also includes ancillary services such as Emergency/Emergency Delivery, Detention Fee, Fill Line Restriction Orifice, Tank Hot Fill, Tank Usage Fee, Equipment Usage Fee, Installation of Equipment and Removal of Equipment. It is important to note, this requirement includes providing contractor-leased tanks to include installation and removal of tanks at Tonopah AFB, NV and Creech AFB, NV. The contractor shall provide all products, materials, supplies, management, tools equipment, transportation and labor necessary for the delivery of ABO, LNB, LN9, LOA and LOB f.o.b. destination into Government-owned and Contractor-leased tanks. A detail description of requirements for items (line number(s) and items, quantities, and units of measure) to be procured is listed on the Schedule (SF 1449).

Performance: Multiple locations within the Western United States (see detailed schedule attached for list of date(s) and place(s) of delivery and acceptance and FOB point).

The Government intends to award a Firm Fixed Price Requirements type contract using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. Each location will be evaluated and awarded independently. Multiple awards may be issued.

The period of performance is 1 July 2021 - 30 June 2026.
