5/16/2023 Post Revised: This solicitation and resultant commercial, Firm Fixed Price (FFP) contract will be awarded for manufacturer built, dual-engine, turbine-powered aircraft. The contractor shall make the aircraft available for the year-round (365 days per year), exclusive use by federal government or government contracted pilots. Other types of work to a lesser degree will be resource management, passenger and cargo transportation, law enforcement, pilot training, pilot proficiency, and administrative activities.

Notice of Intent is required to be submitted by all interested parties no later than May 23, 2023, at 1300 MDT. All questions shall be submitted no later than May 30, 2023, at 1300 MDT by completing the form link provided at a later date.

Background
The United States Forest Service (FS) is responsible for protecting National Forest lands from wildland fires and, by agreement with cooperating agencies, assists in protecting other jurisdictions. Aircraft under contract may be dispatched under these agreements for such use. This solicitation and resultant commercial, Firm Fixed Price (FFP) contract will be awarded for manufacturer built, dual-engine, turbine-powered aircraft. The contractor shall make the aircraft available for the year-round (365 days per year), exclusive use by federal government or government contracted pilots. Other types of work to a lesser degree will be resource management, passenger and cargo transportation, law enforcement, pilot training, pilot proficiency, and administrative activities.

Work Details
The services being acquired under this solicitation are being acquired under the authority of Part 12, Acquisition of Commercial Items and in conjunction with Part 15. The contract will cover Daily Availability (365 Days per year) and Dry Flight Rate (Hourly). The number of flight hours is dependent upon the amount of wildland fire and other related activities each year.
Estimating the total overall contract quantity of flight hours is difficult to predict. Many variables determine the severity and the length of fire seasons, including weather and local or regional long-term climate trends.

Period of Performance
Period of Performance: It is anticipated that the contract resulting from this solicitation will be in effect on January 1, 2024, for one base year and four optional years, not to exceed five (5) years.
