Description

Naval Special Warfare (NSW) Command has a requirement for maintenance and repair sustainment services of BLUEHALO LLC (CAGE: 0EXA1) (Formerly Aegis Technologies') Vampire ITS Classroom Training Sytems. Order will involve a one-year base period of performance and will include four, one-year options for additional service. Applicable fiscal year Operations and Maintenance funding shall be provided to support services.
The Government intends to utilize the procedures at FAR 6.302-1, Only One
Responsible Source and No Other Supplies or Services Will Satisfy Agency
Requirements.This sole source acquisition is being conducted under the authority of the simplified acquisition procedures for certain commercial items at 41 U.S.C. 1901, as implemented by FAR 13.501(a). A Justification & Approval (JA) will be posted with this synopsis. The North American Industry Classification System (NAICS) code for this effort is 541990.

This synopsis shall not be construed as a RFQ or an obligation on the part
of the Government.

Background
The Naval Special Warfare (NSW) Command has a requirement for maintenance and repair sustainment services of the AEgis Technologies Vampire ITS Classroom Training Systems. This contract is essential for ensuring the operational readiness of the training system used to instruct personnel on critical procedures. The manufacturer’s warranty has expired, necessitating a contract for ongoing updates and maintenance. The Government intends to utilize sole source acquisition procedures, indicating that only one responsible source can meet the agency's requirements.

Work Details
The contractor will provide semi-annual maintenance and helpdesk support for the AEgis Technologies Vampire ITS Classroom Training System, which includes:

1. Dispatching service technicians to NSW ATC in Virginia Beach, VA, for three-day visits to perform maintenance tasks such as:
- Replacement of StarTech components that have passed their usable lifespan
- Troubleshooting and system resets
- Conducting operational training for NSW personnel
- Updating system software to Windows 10 Baseline
- Updating Operator Station software baseline and installing required system updates
- If issues cannot be resolved on-site, removal, repair, or replacement of components may require additional visits at the contractor's expense. Components not covered under warranty will be quoted separately. Refresher training will also be provided by qualified AEgis trainers following the initial training package.

2. Providing technical support via phone, email, and webinar for the Vampire ITS Classroom Training System.
