Description

The awardee will furnish a two-person advisory team to the Somali Ministry of Defense to advise the Minister of Defense, Ministry staff, Somali National Army leadership, and security sector officials on national defense issues, to include but not limited to the establishment, function, and operation of a Ministry of Defense. The advisory team will receive direct policy and strategy guidance and assignments from the Mission Somalia and technical guidance from AF/SA Contracting Officer's Representative (COR). The required national defense experience for each member of the advisory team is included in the Statement of Work (attached.)

Questions concerning the specifics of this requirement should be submitted to the Contracting Officer no later than 10 am EST on March 9th using Attachment 9 provided.

This is an 8(a) competitve requirement. Only 8(a) certified companies will be considered in response to this solicitaiton.

Responsive offerors must submit pricing, technical, and past performance proposal volumes in accordance with the instrucitons included in Section L. Attachment 6 must be used to reflect the total proposed price. Any necessary direct equipment should be submitted via Attachment 2.

Background
The Somali Ministry of Defense is leading the immense challenge of establishing, developing, and implementing policies and guidance in support of Federal Government of Somalia (FGS) National Defense strategy documents and to provide political oversight of the Somali National Army (SNA). Following the collapse of the central government in the 1990s, the Federal Government of Somalia is in the process of establishing entirely new security institutions from the ground up, especially, the Ministry of Defense. As such, including military forces as well as local and national police, and virtually the entire criminal justice sector remain extremely weak. Complicating these efforts are corrupt individuals opposed to reform, and a deeply entrenched clan system. Current program activities support a range of requirements including: the strengthening of Danab, strengthening of a SNA logistics capacity, defense institution building for the General Officer Staff, payment of stipends, provision of food and fuel and the soon to be implemented embedding of advisors into the Ministry of Defense.

Work Details
The contractor shall provide a two-person MODAT consisting of a Senior Advisor and Advisor. The MODAT will receive direct policy and strategy guidance and assignments from the Mission Somalia and technical guidance from AF/SA ’s Representative (COR). The MODAT shall advise the Minister of Defense, Ministry staff, Somali National Army leadership, and security sector officials on national defense issues, to include but not limited to the establishment, function, and operation of a Ministry of Defense. Specific tasks include supporting the MoD and SNA in establishing a capable, affordable, and accountable military and security sector; supporting the Minister of Defense in developing MoD policy and strategy documents that promulgate the National Defense Strategy; supporting the development of policies and strategies that define force structure, doctrine and strategy; supporting the development of a functioning administrative system.

Period of Performance
The period of performance for this order will be one year from the date of award, with four (4) option years.

Place of Performance
The MODAT’s primary place of work shall be the Somali Ministry of Defense at Villa Gashandiga in Mogadishu, Somalia, with regular meetings at other Somali government locations, including the Presidential compound at Villa Somalia. The contractor shall also ensure the MODAT is provided with office space on the Mogadishu International Airport (MIA). The contractor shall be prepared to travel throughout Somalia at the direction of the Minister of Defense or the U.S. Government.
