Advisory and Assistance Services for Office Administration:

Notice of Intent to Sole Source HQ0858-22-C-0006

Purpose:

The Missile Defense Agency (MDA) intends to award a sole source contract extension to Yorktown Systems Group, Inc. for Office Administration support services. This notice is for informational purposes only. MDA requires a knowledgeable and well-trained administrative services workforce that leverages agency capabilities to consistently deliver high-performing and efficiency-oriented administrative and executive administrative support.

Based on currently available information and ongoing market research, MDA anticipates that Yorktown Systems Group, Inc., is the only source capable of providing these services without unacceptable delays and substantial duplication of costs that are not expected to be recovered through competition. The Government intends to issue a sole source contract extension to Yorktown Systems Group, Inc. under the authority of 10 U.S.C. 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

The anticipated period of performance for this effort is two months.

This notice is intended to meet the requirements of FAR Subpart 5.2. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a capability statement, which shall be considered by the agency. Such information must be received within 15 days from date of posting. A determination by the Government not to compete this requirement based upon responses received is solely at the discretion of the Government. The Government will not reimburse any cost associated with capabilities statements or other correspondence submitted in response to this notice.

Description of the Requirement:

MDA requires a highly integrated and experienced administrative services workforce providing customized support across multiple MDA organizations, including Foreign Military Sales (FMS). This workforce must seamlessly maintain continuity of operations and possess in-depth knowledge of MDA-specific systems, security protocols, and document management processes.

Key support areas include:

  • Specialized Correspondence and Staff Action: Managing official correspondence, tracking action items, and staffing documents in accordance with MDA procedures.
  • Executive Administrative Support: Direct support to senior MDA leadership, requiring exceptional discretion and proactive calendar/schedule management.
  • Access Control & Security: Managing access controls and ensuring compliance with MDA's stringent security regulations.

Period of Performance: September 8, 2025, to November 7, 2025
