Advancing Youth Leadership Activity - Amendment No. 0001   3

The primary purpose of the Advancing Youth Leadership activity is to enhance the capacity and leadership of youth, including those from marginalized groups, to fully participate in socio-political life, to address local development issues, and to increase civic participation. This activity directly supports the USAID/Cambodia's Country Development Cooperation Strategy (CDCS), Development Objective 3: Human Rights Protected and Government Accountability Advanced and contributes to Intermediate Result (IR) 3.2: Increased civic participation and action for reforms. In addition, the activity supports the Champion equity and inclusion for all agenda of the Biden-Harris Administration's priorities, specifically under the State-AID Joint Strategic Plan Strategic Objective 3.2.: Advance equity, accessibility, and rights for all, and is aligned with USAID Youth in Development Policy 2022.

The objectives for the Advancing Youth Leadership activity are as follows:

Objective 1: Develop Leadership and Thinking and Working Politically (TWP) Skills

Objective 2: Enhance youth civic engagement and participation in development, political processes, and policy dialogue

Background
The purpose of this notification is to issue Amendment No. 0001 to the original solicitation for the Advancing Youth Leadership Activity. The amendment includes questions and answers related to the technical narrative, performance work statement, key personnel resumes, and other aspects of the solicitation.

Work Details
The solicitation includes detailed questions and answers related to various aspects of the technical narrative, including the structure of the technical narrative, preferred PWS structure, format, or outline, tax waiver for international staff salaries and fringe benefits in Cambodia, alumni network establishment, formatting requirements for tables, graphics, charts, and graphs, submission of the Performance Work Statement as Annex A, page limits for key personnel resumes and staffing plan, eligibility of international NGOs for grants-under-contract, identification of potential sub-grantees after award, cost categories in the Price/Cost Schedule not considered separate Contract Line Items, envisioned start date for the activity, plug figure for Grants Under Contract (GUCs), concurrence from the COR for meetings with other organizations, age band for primary beneficiaries of activities to target, support for existing innovative leadership programs and harmonization with other donors and civil society organizations.
