Amendment 0001 Questions & Answers , Revised Performance Work Statement (PWS) and Udpated SF1449

This amendment is issued to provide responses to questions received from prospective Offerors, as well as to incorporate revisions to the Performance Work Statement (PWS).

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12 / Far Part 15 procedures. The solicitation number is 1605C2-26-R-00003 and is issued as a Request for Proposal (RFP).

The associated North American Industrial Classification System (NAICS) code for this procurement is 611513.

The Department of Labor (DOL), on behalf of The Employment and Training Administration (ETA), Office of Apprenticeship (OA), has a requirement for a contractor to Advance Artifical Intelligence Skills in Registered Apprenticeships as defined in the attached Performance Work Statement (PWS).

The period of performance shall be for one (1) Base Period of 12 months and four (4) 12-month option periods.

Proposals received after this date and time will be considered late and will not be considered for evaluation. The Contracting Officer intends to make an award without discussions; however that does not prevent the Contracting Officer from holding discussions if it is in the best interests of the government.

All proposals must reference and acknowledge all amendments posted to this solicitation, if applicable.

This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "ACTIVE" at the time of award.

Background
The Department of Labor (DOL), through the Employment and Training Administration (ETA) and the Office of Apprenticeship (OA), is seeking a contractor to provide services related to advancing Artificial Intelligence (AI) skills development within Registered Apprenticeships (RAs). This initiative aligns with Executive Order 14278, which aims to increase the number of active apprentices in RA programs and enhance workforce training models that connect Americans to high-paying jobs.

The contract is intended to support the DOL's goals in AI skills development as outlined in the Administration’s AI Action Plan.

Work Details
The contractor will be responsible for:
1. Increasing AI literacy through RAs by developing and identifying free AI resources, tools, training modules, and curricula for RA sponsors.
2. Expanding RA programs in AI-centric occupations by supporting the development of roles that directly utilize AI technologies.
3. Providing technical assistance to National Apprenticeship System stakeholders involved in AI infrastructure occupations, including identifying needs for integrating AI into existing RA programs.

The contractor will also publish reports on the impact of AI across industries, develop frameworks for increasing AI literacy, and convene events with industry experts.

Period of Performance
The contract will have a Base Period of 12 months followed by four optional periods of 12 months each, starting from June 1, 2027.

Place of Performance
The work will primarily be performed remotely/telecommuting, with travel required as specified in the project work plan.
