Background
The United States Department of State, Bureau of International Narcotics and Law Enforcement Affairs (INL), supports the sustainment, development, and training of the National Police of Ukraine SWAT Department (KORD) and the State Border Guard Service of Ukraine Special Operations Detachment (DOZOR). INL’s counterparts are seeking assistance in supporting their training programs for experienced team medics by providing a tailored training course focused on extensive close to real-life scenarios simulating combat fire and tactics, providing situational experience and stress to enhance the learning outcomes.

Work Details
The work to be done includes providing a five-day advanced Training in Tactical Combat Casualty Care (TCCC) with specific requirements such as conducting two back-to-back training courses for up to 25 personnel each, providing onsite meals and lodging, delivering didactic instruction and practical hands-on training, ensuring a student-to-instructor ratio not exceeding 5:1 for exercises. The topics covered include Overview of Tactical Medicine Training, Phases of TCCC, Casualty Transport Techniques, Hemorrhage Control, Surgical Interventions, Advanced Airway Breathing, Fracture management, Head Trauma, Burns, Ballistic Injuries, Blast Injuries, Shock, IV/IO and fluid therapy, Medical planning, Field stabilization, Battlefield Pharmacology according to current TCCC guidelines. The contractor is also required to provide all Class VIII (medical) supplies, equipment, and training aids necessary to execute the training. Additionally, they must ensure import of training aids and instruction adheres to all host nation regulations and conduct medical product demonstrations for all equipment and training aids. The contractor should provide academic course materials in both English and Ukrainian for all subjects presented in the training to include course outline, student handouts, and student performance feedback. Furthermore, they must provide comprehensive after-action review of attending personnel performance within 30 days following completion of the course and have Commission on Accreditation for Pre-hospital Continuing Education (CAPCE) institutional accreditation with the ability to issue CAPCE accredited continuing education upon course completion to those medical personnel for career maintenance/advancement. The contractor should also provide evidence of past performance demonstrating a minimum of 10 years conducting DoD TCCC training courses with advanced training aids at both a fixed facility and Mobile Training Teams (MTT).
