Advanced Technology Test & Development Program (ATTDP)

Background
The Advanced Technology Test & Development Program (ATTDP) is issued by the Army Contracting Command-Redstone (ACC-RSA) in support of the United States Army Space and Missile Defense Command (USASMDC). The primary goal of this program is to conduct market research to identify potential sources with advanced technology test and research capabilities. The current effort is being performed by the University of Alabama in Huntsville (UAH) under a base contract, and it is anticipated that a limited source award will be issued to UAH.

Work Details
The contractor will provide specialized technical expertise and assistance in core mission areas such as Directed Energy (DE), space operations, cyberspace, hypersonics, and integrated air and missile defense. Responsibilities include:

- Developing, maintaining, and managing specialized laboratory spaces;
- Conducting comprehensive testing, evaluation, and threat assessments for missile defense assets;
- Executing high-velocity impact experiments;
- Analyzing impact observables;
- Evaluating innovative discrimination concepts;
- Developing radar and optical target signature databases;
- Performing targeted experiments for counter-IED and counter-UAS technologies;
- Extensive engineering management research;
- Modeling and software development;
- Conducting foundational R&D for Directed Energy systems focusing on High Energy Lasers (HEL) and High Power Microwave (HPM) technologies.

Specific tasks include fabrication and testing of projectiles, instrumentation for data collection, sensor development, facility operations support, experimentation with hypervelocity impacts, and manufacturing support.

Period of Performance
The anticipated award includes a five-year base effort.

Place of Performance
The contract will be performed in the Huntsville, Alabama area at the Redstone Arsenal Government facility and/or a contractor facility.
