Advanced Technology Insertion and Innovation Laboratory (ATI iLab)

Background
The solicitation is for the Support for Advanced Technology Insertion and Innovation Laboratory (ATI iLAb) as described in the attached PWS. The contract involves developing a Services Summary for each Task Order (TO) that will guide the development of a Government Quality Assurance Surveillance Plan (QASP) to audit performance for each TO. The Contractor is required to employ qualified personnel with appropriate education, training, and experience. Specific labor categories and qualifications may be delineated at the TO-level. Key personnel may be designated on individual TOs and must be dedicated resources, co-located with the majority of the team, and commit to the full period of performance under the TO unless exceptional circumstances apply.

Work Details
The work involves developing a Services Summary for each TO, capturing critical performance objectives and standards, matching personnel skills to the tasks outlined in each PWS associated with the IDIQ, and identifying key personnel by name and providing resumes in response to a Request for Proposal (RFP) for each TO. The Contractor is responsible for employing personnel with the experience and education as outlined in Sections 10.4 and 10.5 that pertain to the labor categories specified for each TO. The labor categories associated with this IDIQ include Program/Project Management, Software Architect, Domain Specific Prototyping, Fabrication, and Analysis Engineer, Subject Matter Expert (SME), Network Engineer, Computer Network Operations (CNO) Developer, and Software Engineer.
