Amendment #5, clarifies "Each Offeror shall submit copies of the agreements with their response(s) or provide a definitive statement that the Offeror does not consent to the release of the information to the aforementioned" of Section 7.7. in Attachment 1, A Team ST Description of Research Effort as follows:
Clarification: If the offeror enters into an NDA with support contractor access to the offeror's proposal, the call directs a copy of each NDA be included in the proposal. Offerors will submit NDAs with the Technical Volume of the proposal (as a separate file/document that does not count toward the page count). If the Offeror does not consent to the release of information, the definitive statement can be included in the Technical Volume or as a separate letter response along with the Technical Volume (that does not count toward the Technical Volume page count).

Amendment #3, This change adds contactor Points of Contact list (as Attachment #3) to allow potential offerors to complete Non-Disclosure Agreements with other offerors. This is an option from and between offerors. Copies can be provided to the Goverrnment but are not required.

Amendment #2, This amendment will modify the proposal suspense date as follows. It will now be divided into two suspense dates:
1. Technical Volume - No change (remains 29 April, 3:30PM EST as posted)
2. Cost Volume - 14 May 2019, 3PM EST
This change will allow potential offerors extra time to prepare and submit the technical volume (as the suspense for the cost volume is delayed).

Delete Section 5.1., Paragraph 1, which states "Proposals are due not later than 2 April 2019; 1630 eastern time. Proposals received after the specified closing date and time will not be evaluated."
Add Section 5.1., Paragraph 1, which states, "Proposals are due not later than 29 April 2019; 1530 eastern time. Proposals received after the specified closing date and time will not be evaluated."

The Army Contracting Command - Redstone Arsenal (ACC RSA), Fort Eustis Branch (CCAM-RDT), Building 401, Lee Boulevard, Fort Eustis, VA 23604-5577 is issuing this Special Notice as a Call for proposals for the Subsystems Technology Development and Integration (STDI) line of effort in the Advanced Teaming Demonstration Program (A-Team). This Call is issued on behalf of the Aviation Development Directorate-Eustis (ADD-E) Master Broad Agency Announcement (BAA) W911W6-19-R-0012.
A-Team is an Applied Research (6.2) and Advanced Technology Development (6.3) program that seeks to develop and demonstrate collaborative operations of autonomous, manned and unmanned, Army aircraft executing tactical missions with minimal human intervention. Technologies and products of interest to the program include autonomy applied to aviation mission planning and execution, intelligent systems for robust, adaptive, decision making, advanced perception technologies with automated target and object detection and identification systems, mobile ad hoc networks for team communications, advanced engagement planning and intuitive human machine interface technologies. All of these capabilities will work in conjunction with payload products such as sensors, radios, weapons, and tube-launched drones released from vertical lift or fixed wing UAVs and piloted aircraft.
All research effort under this solicitation shall be unclassified. Classified responses will not be accepted. This solicitation is not set aside exclusively for small businesses. Only parties who are registered and certified with the Defense Logistics Agency (DLA) Joint Certification Program may participate in this solicitation. Performance under this effort requires access to and generates unclassified technical data, the export of which is restricted by the Arms Export Control Act (Title 22, U.S.C., Sec. 2751 et. Seq.) or the Export Administration Act of 1979, as amended (Title 50, U.S.C. App. 2401 et. Seq.). Interested parties are required to provide a verifiable Joint Certification number or a copy of the current and approved DD Form 2345, Militarily Critical Technical Data Agreement. This certification may be requested from the DLA Joint Certification Program at: http://www.dla.mil/HQ/InformationOperations/Offers/Products/LogisticsApplications/JCP.aspx.
This announcement is an expression of interest only and does not commit the Government to pay any proposal preparation costs. The Government requests that proposals be offered with a validity of 12 months. Proposals must be valid for at least 180 days from the date that this announcement closes.
This BAA call uses a one-step full proposal submission process. Proposal responses are due on or before April 29, 2019 not later than 1530 Eastern Time. The Government anticipates multiple awards that could include cost reimbursable contracts or cooperative agreements/Technology Investment Agreements (TIAs) with cost share.
The requirements of this Call are described in Attachment 1: A-Team ST Description of Research Effort. Additional technical requirements are detailed in the Supplemental Information Package (SIP). The SIP also includes appendices with Government Furnished Information for use in proposal preparation. Documents in the SIP include military critical technical content and will be provided to interested parties upon request in writing by email.
