The Advanced Ocean Technology Program (AOTP) Division of NAVFAC EXWC conducts research and develops ocean engineering and naval architecture solutions in support of design, installation, operation and maintenance of both fixed ocean systems and towed systems. This work is conducted on both EXWC vessels and ships of opportunity. NAVFAC EXWC?s Ocean Department (OC) conducts research, development, test and evaluation in specific areas to include the study of the physical characteristics and the design and construction of buoyant structures; including construction and operation of mechanical equipment of these structures; ocean engineering associated with fixed structures on the seafloor; ocean cable infrastructure; underwater excavation, drilling, tunneling, cable shore landing, and earth moving; equipment and tools for underwater construction; ocean current measurement systems and other engineering sensors; underwater power sources; electrical power distribution equipment and transmission systems; and surface and underwater load handling systems. NAVFAC EXWC is also tasked with applying these technologies to assist other government agencies in ocean platform support, remotely operated vehicle (ROV) operations and search, location, and recovery operations for a wide spectrum of purposes. To increase the effectiveness of underwater work conducted by the United States military, NAVFAC EXWC is also actively engaged in an integrated program of technology and equipment development with the central goal to provide improved tools and work techniques. Work Details
The contractor shall provide engineering and technical services in accordance with the Performance Work Statement, Section C attached herein and technical data Contract Data Requirements List (CDRL), DD Form 1423, on individual task orders. The contract contemplates awarding a Multiple Award Indefinite-Delivery-Indefinite-Quantity (IDIQ) Combination Cost Plus Fixed Fee (CPFF)/Firm Fixed Price (FFP) contract. This contract is a 100% set-aside for small businesses. Each Contract line Item Number (CLIN) set forth in the schedule includes an estimated quantity of the dollar value of all orders that will be placed during that ordering period. The aggregate of all the estimated quantities for all ordering periods, all task orders and all contracts under this multiple award IDIQ is the maximum amount may order.

Period of Performance
The resulting Cost-Plus Fixed-Fee (CPFF) and Firm Fixed Price (FFP) Indefinite-Delivery-Indefinite-Quantity (IDIQ) Multiple Award Contract will include a Base Ordering Period of 60 months. Each task order will specify the period of performance applicable.

Place of Performance
The work to be ordered under this contract will be performed at various sites within and outside the United States and its territories. The exact locations of individual efforts will be designated on each task order issued under this contract.
