Amendment 0001

1. The United States Army Contracting Command- Rock Island (ACC-RI) Office on behalf of the Program Manager- Saudi Arabian National Guard (OPM-SANG) issues the following Amendment 0001 to the Request for Proposal (RFP), W519TC25RA008, as follows:

a. Updating ACC-RI Industry Day: OPM-SANG will conduct one (1) Industry Day on 16 May 2025 for review of the base year course curriculum. The purpose of Industry Day is to allow Offerors access to the course curriculum in order to assist in proposal development and submittal. To request attendance at an Industry Day please submit: Current KSA business license, VAT certificate, and (active or work in progress) SAM.gov registration to Mr. Nick Sharp at nicholas.m.sharp10.civ@army. mil, Ms. Carly Frye at carly.c.frye.civ@army.mil and Mrs. Amanada Smith at amanada.l.smith.civ@army.mil by 14 May 2025, 1200 Central Time. Attendance at Industry Day is not mandatory as a prerequisite to submit a proposal on this solicitation.

b. Attendance is limited to two (2) representatives per Offeror. In addition to Offeror Current KSA business license, VAT certificate, and (active or work in progress) SAM.gov registration, please include the names and phone numbers of the two (2) representatives requesting attendance

REQUIREMENT

1. The United States Army Contracting Command- Rock Island (ACC-RI) Office on behalf of the Program Manager, Saudi Arabian National Guard (OPM SANG) issues the following Request for Proposal (RFP), W519TC25RA008, for the procurement of an Advanced Military Studies Program (AMSP) for the Ministry of National Guard, Kingdom of Saudi Arabia (KSA). The AMSP is a Program of Instruction (POI) similar to the U.S. Army School of Advanced Military Studies (SAMS) or the U.S. Marine Corps School of Advanced Warfighting (SAW). The AMSP will produce experts in operational planning and campaign design while incorporating the tenets of joint military operations. The place of performance for the AMSP course is at the King Abdullah bin Abdulaziz Command and Staff College (KAACSC) in Riyadh, Saudi Arabia. This solicitation is issued in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation.

2. This RFP is issued as a 100% full and open competition under North American Industry Classification System (NAICS) 611310 - Colleges, Universities, and Professional Schools, size standard $34.5M.

3. Offeror questions regarding solicitation and work contained in the PWS shall be submitted electronically via email, providing the RFP number,
W519TC25RA008 in the subject line to the solicitation POCs, Mr. Nick Sharp, nicholas.m.sharp10.civ@army. mil, Ms. Carly Frye, carly.c.frye.
civ@army.mil, and Mrs. Amanada Smith, amanada.l.smith.civ@army.mil no later than May 26th, 2025 1700 CST, in order to ensure that all
questions can be answered and posted for all Offerors' knowledge prior to solicitation closing.

4. Please submit proposal electronically to Mr. Nick Sharp at nicholas.m.sharp10.civ@army.mil, Mrs. Amanada Smith at amanada.l.smith.civ@army.mil, and Ms. Carly Frye atcarly.c.frye.civ@army.mil no later than 05 June 2025 at 1700 U.S. Central Time.

Background
The United States Army Contracting Command - Rock Island (ACC-RI) is issuing a Request for Proposal (RFP), W519TC25RA008, on behalf of the Program Manager, Saudi Arabian National Guard (OPM SANG).

The goal of this contract is to procure an Advanced Military Studies Program (AMSP) for the Ministry of National Guard in the Kingdom of Saudi Arabia (KSA). The AMSP is designed to be a Program of Instruction (POI) akin to the U.S. Army School of Advanced Military Studies (SAMS) or the U.S. Marine Corps School of Advanced Warfighting (SAW), aimed at producing experts in operational planning and campaign design while integrating joint military operations principles.

The course will be conducted at the King Abdullah bin Abdulaziz Command and Staff College (KAACSC) located in Riyadh, Saudi Arabia.

Work Details
The contractor will provide comprehensive instruction as part of the AMSP, which includes:
1. Enduring Instruction (CLIN 0001)
2. Value Added Tax (CLIN 0008)
3. DD Form 1423-1 - AMSP AY 25-30 (Not Separately Priced, CLIN 0009)
4. Optional services may be exercised within various Option CLINs during the contract period.
5. The contractor must ensure that all instructional materials align with the curriculum requirements set forth by OPM-SANG.
6. The contractor will also be responsible for submitting proposals that include technical approaches, past performance evaluations, and pricing details as outlined in Sections L and M of the solicitation.
