Description

The purpose of Advanced Microcircuit Emulation (AME) research and development (R&D) efforts is to develop, validate, qualify and transition the capability to produce microcircuits which are no longer available from industry. This includes reverse-engineering, design, fabrication, manufacture and testing of microcircuits, as well as projects which develop capabilities to produce specific types of microcircuits. The AME program also validates developed AME F3I reverse engineering to a point suitable for transition to the Generalized Emulation of Microcircuits (GEM) program. Once a capability is ready for production, it is transitioned via contract modification to the GEM program for continued DLA L&M management, including library maintenance and limited production. The GEM program, Contract SPE7MX-24-D-0030, physically puts the capabilities developed under AME into limited production status for DoD customers.

A five-year base contract with one four-month option period is contemplated.

The solicitation will be available on or about February 21, 2025, at https://www.dibbs.bsm.dla.mil/rfp/. The solicitation will be made available upon request to small business concerns.

The Government will procure this requirement in a sole source procurement under the authority of U.S.C. 3204(a)(1). The Government will only negotiate with SRI International. All responsible sources may submit a capability statement or proposal, which shall be considered by the agency.
