Amendment 003 is issued with a new price schedule for the Gulf Coast and the Northeast and Southeast regions. This schedule supersedes the schedule used in the original solicitation. The due date remains unchanged and all terms and conditions remain the same.

Background
The U.S. Army Corps of Engineers (USACE) is establishing a single‐award task order contract (SATOC) under the Advanced Contract Initiative (ACI) for emergency temporary roofing repairs (Blue Roof) to support disaster response and recovery after hurricanes or significant wind events. The contract provides rapid‐response capacity for temporary roof installations across the Gulf Coast and a secondary Atlantic Coast region to maximize federal response capability in catastrophic events.

Work Details
Contractor shall provide all supervision, labor, equipment and materials, except government‐furnished plastic sheeting, to perform temporary roofing repairs on disaster-damaged residential primary residences and, when directed, critical public facilities.
Tasks include:
- Fastening plastic sheeting to damaged roofs (targeting up to 200 installations per day)
- Rapid mobilization (work begins by 0700 the day after notice to proceed)
- Pre-execution planning, reconnaissance, interim and final submittals
- Field safety and accident prevention (including fall protection and personal protective equipment)
- Quality control reporting
- Electronic database management for work tracking
- Compliance with USACE safety and environmental requirements.

Period of Performance
Base period from 01 June 2020 through 31 May 2025, plus one 2-year option period from 01 June 2025 through 31 May 2027 for a total potential performance of seven years.

Place of Performance
Primary region: Gulf Coast states of Texas, Louisiana, Mississippi and Alabama.
Secondary region: Atlantic Coast states from Florida through Maine.

Bidder Requirements
Offerors must hold appropriate state and local roofing contractor licenses and permits; demonstrate single and aggregate bonding capacity for performance and payment bonds; and provide a certificate of insurance. Within 24 hours of task order award, offerors must submit key personnel appointments, power of attorney, affirmative action plan, drug-free workplace certification, list of subcontractors, accident prevention plan, and quality control plan.
Large businesses must also submit a small business subcontracting plan meeting the following goals: 35% small business, 5% small disadvantaged business, 5% women-owned small business, 5% veteran-owned small business, 5% service-disabled veteran-owned small business, and 3% HUBZone. Completed and signed SF1442 and a detailed price schedule narrative are also required.
