4/8/2021 UPDATE: This notice is to provide the Powerpoint Presentation from Industry Day and provide the requested submission dates for questions, suggestions, recommendations or any other beneficial information with regards to the Advance Manufacturing requirement which will assist Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC) in developing the requirements for Advance Manufacturing.
The Government requests questions to be submitted by COB on 14 April 2021 and suggestions, recommendations and any other beneficial information by COB on 21 April 2021.
The Government is not soliciting for proposals at this time, however, industry may submit unsolicited proposals for unique and innovative ideas or approaches independently originated and developed by the offeror that do not address a previously published agency requirement. Please note the Federal Acquisition Regulation (FAR) and Army Federal Acquisition Regulation Supplement (AFARS) policies and procedures at FAR 15.6 and AFARS 5115.6.

3/31/2021 UPDATE: The update is to provde the Industry Day Agenda and Map of Event Location. In addition providing RIA-JMTC Manufacturing Capabilities and Draft Statement of Objectives (SOO) for Advanced Manufacturing Projects. Army Contracting Command - Rock Island (ACC-RI) and Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC) will be having an industry day on 07 April 2021 at 8AM Central Time for the Advanced Manufacturing Project.

Background
The Advanced Manufacturing Projects solicitation is issued by the Army Contracting Command – Rock Island and the Rock Island Arsenal Joint Manufacturing and Technology Center (RIA-JMTC) to develop and implement advanced manufacturing technologies at RIA-JMTC.
An industry day was held on April 7, 2021 to gather questions, suggestions, and information to assist in defining requirements for projects such as 2D-to-3D model conversion, autonomous material movement, metrology data automation, knowledge capture, casting clean-up qualification, and on-machine inspection.
Work Details
Provide all personnel, equipment, tools, materials, supervision, training, and services necessary to install and integrate materials listed in section 5, including support items and spares.
Designate a Program Manager with overall responsibility and ensure contractor employees do not pose threats to health, safety, security, or mission.
Supply specifications, software releases, and warranty information for contract line items and ensure compatibility with existing machines and inspection tools.
Perform all inspections, tests, packaging, shipping, and material handling.
Prepare and submit a detailed statement of work describing methods and measurable outcomes.
Manage program data to measure and control progress.
Conduct initial inspections, surveys, and coordination at the Rock Island Arsenal Joint Manufacturing and Technology Center site.
Install materials and determine software seat quantities.
Develop and implement the following advanced manufacturing solutions:
- Conversion of 2D pdf drawings into fully dimensioned 3D models at 95 percent accuracy with editable tolerances and output in CAD or stl formats;
- Turnkey integration of automatic guided vehicles for material movement with analysis of routes, programming, maintenance planning, training, and infrastructure requirements;
- Automation of metrology data collection using existing CNC measuring capabilities and Bluetooth data loggers for statistical process control;
- Capture and transfer of subject matter expert knowledge across diverse manufacturing processes through a knowledge-based acquisition system and training;
- Real-time automatic modification of NC programs based on 3D scan inspection data;
- On-machine inspection process development utilizing machining center inspection capabilities.
Establish and maintain a quality assurance program.
Provide training courseware and student evaluation methods.
Perform final inspection, testing, and certificate of conformance.
Coordinate acceptance via WAWF.
Develop a performance requirements summary as an exhibit to the SOW.
Period of Performance
One year from contract award.
Place of Performance
Rock Island Arsenal Joint Manufacturing and Technology Center, Rock Island, Illinois.
Bidder Requirements
Designate a Program Manager and at least one alternate in writing with authority and contact information.
Ensure that no contractor employee poses a threat to the installation’s health, safety, security, or mission.
Establish and maintain a quality assurance program and provide evidence of its use.
Notify the Government if any items contain hazardous materials as defined by Federal Standard 313.
