THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or Request for Quote (RFQ) or a promise to issue an RFP or RFQ in the future. This notice does not commit the Government to contract for any supply or service whatsoever. Further, the Navy is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this notice; all costs associated with responding to this notice will be solely at the interested party's expense. Not responding to this notice does not preclude participation in any future RFP/RFQ, if any is issued. It is the responsibility of the potential offerors/quoters to monitor for additional information pertaining to this requirement.

Background
The U.S. Naval Community College (USNCC) aims to enhance the Navy’s warfighting advantage and operational readiness by providing world-class, naval-relevant education to a globally deployed force.

In 2024, USNCC continues to partner with higher education institutions to deliver a wide selection of academic degree programs to enlisted servicemembers. The USNCC Naval Studies Certificate includes five courses that are part of the degree curriculum at Partner Institutions.

The USNCC has four key goals: develop and deliver naval-relevant programs, support student achievement, execute strategies for continuous improvement, and lead learning systems for the Naval Education Enterprise.

Work Details
The USNCC requires Instructional Support Services Faculty primarily for instructing core Naval Studies Courses and occasionally Faculty/Instructors for Navalized General Education courses.

Faculty will provide asynchronous instruction of the USNCC General Education courses, which are typically eight (8) weeks long and equivalent to three (3) semester hours. Tasks include: administering college-level courses based on provided syllabi, developing lesson plans, grading assessments, submitting grades, preparing end-of-course memorandums with recommendations for course improvements, maintaining professional proficiency through scholarly advancement, and ensuring compliance with USNCC policies.

Faculty must teach no more than two courses per term after an initial evaluation term of one course. All courses will be delivered virtually using the USNCC LMS (currently Blackboard). Faculty must facilitate student discussions, guide project development, advise on writing and presentations, track student progress using defined metrics, and report regularly on student performance.

Place of Performance
There is no requirement for Contractor personnel to be on site at Quantico, VA.
