Additional Justification - The Fixed Wing Project Office requires the addition of Enhanced Medium Altitude Reconnaissance and Sureillance Systems (EMARSS) - Vehicle and Dismount Exploitation Radar (-V) New Equipment Training (NET) to the existing Follow-on Variant Modification (FVM) contract in order to allow all three EMARSS variants to be trained together during the five upcoming NET events.

The proposed contractual action will be an addition to existing contract W58RGZ-16-C-0013, Enhanced Medium Altitude Reconnaissance and Surveillance System - Follow-On Variant Modifications (EMARSS-FVM). The United States Army Aviation and Missile Command (AMCOM), Redstone Arsenal, Alabama, has a requirement to add an EMARSS-V training module to the existing EMARSS-M New Equipment Training (NET) manuals. The contractor's training courses shall target five groups of soldiers, namely pilots, operators, supervisors, maintenance personnel, and staff planners and leaders. The training shall be conducted IAW TRADOC 350-70, with all disciplines training concurrently in an operational venue with a culminating exercise integrating all occupational specialties into mission events replicate of system employment in theater. The contractor shall provide all training courses as part of NET. The contractor shall conduct NET at up to three (3) Government-owned sites, as directed by the Government, (three (3) separate events). The contractor shall train operators on overall operations of the EMARSS-M, EMARSS-G and EMARSS-V variants.

This requirement is sole source to L-3 Communications Corporation - Mission Integration Division (L-3 MID), 10001 Jack Finney Boulevard, Greenville, TX 75402-3119, CAGE Code: 05395, under the authority of 10 USC 2304(c)(1) as implemented by FAR 6.302-1(a)(2)(ii), "Only one responsible source and no other supplies or services will satisfy agency requirements". All responsible sources may submit an offer which shall be considered by the Agency. No telephone requests for the Request for Proposal (RFP) will be accepted. The close date annotated is an estimated date and may be adjusted dependent upon the date of release of the solicitation; however, the solicitation will not close prior to the closing date stated above.
