This office hereby issues a Request for Proposal (RFP) for a Single-Phase Design-Build (DB) project for ADAL Fitness Center located at Schriever Air Force Base, Colorado
The solicitation will close 12 May 2022.
This solicitation is OPEN TO 8(a) SMALL BUSINESS PARTICIPATION ONLY. All contractors must be registered and have an active and verified account in the System for Award Management (SAM) to receive a contract award from any DoD activity. Contractors may access the Internet site at: https://www.sam.gov/ to register and/or obtain information about the SAM program. Contractors must ensure that the applicable NAICS code 236220 is included in their profile prior to submission of offer.
The magnitude of construction costs for this project is between $25,000,000 and
$100,000,000.

Please be advised of on-line registration requirements for Contractor Registration and for Representations and Certifications Application which are now located in System for Award Management SAM' database athttps://sam.gov/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete. DESCRIPTION:

PROJECT DESCRIPTION (approx. quantities)
The scope of the project is for Add 5,319 square meters (SM) and alter 806 SM to provide an adequate Fitness Center at Schriever AFB. Construct addition with conventional design construction methods to accommodate the mission of the facility. Include an indoor running track, 2-large multi-use basketball courts, racquetball court, fitness areas, group exercise area, and all necessary admin and support functions. Alterations to existing Fitness Center includes convert existing administrative office space to Fitness Assessment Cell including Individual Testing and Fitness Assessment Testing spaces, convert women's locker room to new men's distinguished visitor locker room, reconfigure and expand existing men's locker room, convert fitness space to new women's distinguished visitor locker room, and convert existing fitness space to new increased capacity women's locker room. Closed Circuit Television Cameras and conduit must be installed in the addition and existing facility to provide coverage of building circulation, waiting area, locker room entrances, fitness and sports areas, and the conference/classroom. Provide new wall, floor, and ceiling finishes in all altered spaces in the existing facility. Repair existing finishes damaged during building alteration.
Demolish temporary/interim facilities. Facility will be designed as a permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirement. Comply with DoD minimum requirements.
The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work in the proposed number of calendar days (Not to Exceed 1095 calendar days) after receipt of NTP. Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required.

SOLICITATION EVALUATION CRITERIA
This is a Single-Phase Design-Build solicitation for the Design and Construction of the ADAL Fitness Center, Schriever Air Force Base, Colorado. The Government will evaluate the proposals in accordance with the criteria described within the forthcoming solicitation and award a Firm-Fixed-Price contract to the responsible offeror whose proposal conforms with all the terms and conditions of the solicitation and whose proposal is determined to represent the overall best value to the Government.
