Actuarial Service for Military Medical Malpractice Claims

Background
The Defense Health Agency (DHA) is seeking contract support for professional Actuarial Services to assist the Office of the General Counsel (OGC). This initiative aims to provide actuarial expertise in relation to military medical malpractice claims, ensuring that all calculations and assessments adhere to established standards within the actuarial and economic professions.

The solicitation is currently in draft form and may be subject to modifications based on feedback received during the Request for Information (RFI) process.

Work Details
The contractor will perform a range of actuarial services specifically related to military medical malpractice claims or appeals, including:
1. Producing comprehensive economic assessments for approximately 25 cases annually, which must include detailed calculations such as Net Present Value (NPV) of lost future earnings for various scenarios (death, non-permanent incapacitation, permanent incapacitation).
2. Calculating residual earning capacity and disability percentages based on the VA Schedule for Rating Disabilities.
3. Estimating lost future retirement benefits and government contributions to the Thrift Savings Plan (TSP), as well as lost Social Security benefits.
4. Assessing the value of lost household services due to injury.
5. Preparing rebuttal reports addressing errors in claimant reports and responding promptly to follow-up questions from the government legal team while maintaining strict confidentiality regarding personal health information.

Period of Performance
The anticipated period of performance will begin on or around December 2026 and will not exceed 5 years.

Place of Performance
Work shall be accomplished at the Contractor’s facility.

Bidder Requirements
Bidders must have demonstrated capabilities in conducting comprehensive economic assessments related to personal injury and wrongful death cases, including actuarial report calculations, accounting for residual earning capacity, and preparing rebuttal reports. Additionally, contractors must ensure that personnel have completed necessary background checks and security screenings as required by DHA policies.
