The purpose of the Vehicle Barriers Maintenance and Repair (VB M&R) Services Indefinite Delivery Indefinite Quantity (IDIQ) contract is to provide preventive maintenance, inspection, and minor repair for operational vehicle barriers at Davis-Monthan AFB (DMAFB). The contractor is required to perform all work under this contract in accordance with the requirements outlined in this Performance Work Statement (PWS). The contractor will provide all personnel, labor, equipment, supplies, tools, materials, supervision, travel, periodic inspection, minor repair, and other items and services necessary to provide maintenance for vehicle barrier systems at DMAFB.

There are currently no funds available, however, the Government anticipates funding in the future. A future contract award is conditioned on availability of funds. Additionally, the Government reserves the right to cancel this at any time and will not be liable for costs incurred by interested parties.

Important Dates/Times (All times are Arizona Local Time)

1. Site Visit will be held on Wednesday, 09 October 2024, 10:00AM

2. All questions must be submitted by 14 October 2024, 12:00PM

3. Answers will be provided by 16 October 2024, 12:00PM

4. All quotes must be submitted by 25 October 2024, 12:00PM

Site Visit Procedures . To gain access to the installation, all site visit attendees must bring current driver's license identification, current vehicle registration, current vehicle insurance, and personal social security number. Failure to meet or provide any of the items above shall result in the denial of installation access and rechedule requests shall be denied. Site visit attendees shall meet at the DMAFB Visitor's Center outside of the Craycroft Raod gate at 0930 in a non-commercial vehicle. Note: Interested parties who would like to attend the site visit must notify the Points of Contact via email no later than Monday, 07 October 2024 at 1600.

Amendment 00002 - Update the Pricing Schedule to correct description on CLIN 3004.

Background
The Vehicle Barriers Maintenance and Repair (VB M&R) Services Indefinite Delivery Indefinite Quantity (IDIQ) contract is issued by the Davis-Monthan Air Force Base (DMAFB) to provide preventive maintenance, inspection, and minor repair for operational vehicle barriers.

The goal of this contract is to ensure the effective functioning of vehicle barrier systems critical for security operations at DMAFB. The contractor will be responsible for all necessary personnel, labor, equipment, supplies, tools, materials, supervision, travel, periodic inspection, and minor repairs.

Work Details
The contractor will perform the following tasks:
1. Conduct preventive maintenance (PM) services including initial PM within 30 days of task order award and a total of four quarterly maintenance inspections and repairs.
2. Maintain vehicle barrier systems which include actuators, control systems (software), control wiring, circuitry, structural framework, lighting, hydraulic-related equipment, safety loops and other detection systems.
3. Ensure compliance with applicable military standards and regulations while managing execution to minimize downtime and costs.
4. Maintain cleanliness of barrier pits and ensure all components are operational including heaters and drainage systems.
5. Provide a customer service hotline available 24/7 for government requests with detailed logging of calls and responses.
6. Submit detailed statements of work for additional in-scope work with itemized cost breakdowns when necessary.

Period of Performance
The contract will be performed over five ordering periods from December 1, 2024 to November 30, 2029.
