8. Description:

The United States Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, Only One Responsible Source the MHM 2020 Active Hydrogen MASER from Microchip Technology Inc. is the only domestic company found in the commercial marketplace capable of meeting the Government's minimum requirements of one (1) active hydrogen maser with low phase noise outputs and associated frequency steering equipment. The Government intends to solicit and negotiate with Microchip Technology Inc, 2355, West Chandler Boulevard Chandler, Arizona, 85224-6199, United States. CAGE Code: 60991.

This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror's who believe they can meet the Government's requirement (see Section 9 below). Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.

Government's minimum technical requirements:

• Active hydrogen maser with frequency stability at or better than 9x10^-14 Allen Deviation in one second.
• The unit shall include at least one (1) signal output at each of five (5) megahertz (MHz), 10MHz, 100MHz, and one (1) pulse per second.
• The Government also requires one (1) instrument capable of accepting a five (5) MHz input from the active hydrogen maser and then steering the instrument's frequency output with a fractional resolution at or below 1x10^-19.
