This is a synopsis of contract award pursuant to FAR Subpart 5.3. This was awarded using other than full and open competition, and the justification is also being posted herein for thirty (30) days purusant to FAR Subpart 6.305. The contract action was awarded as a cost-plus-fixed-fee type contract and not fixed price. The rationale for the contract type was because this is research and development (R&D) and uncertainties involved in contract performance do not permit costs to be estimated with sufficient accuracy to use any type of fixed-price contract.
