Acquisition of Unmanned Aircraft System (UAS) for U.S. Embassy Quito, Ecuador

Background
The United States Department of State’s Bureau for International Narcotics and Law Enforcement Affairs (INL) is issuing this solicitation to enhance the Ecuadorian Navy's (ECUNAV) capabilities in combating drug trafficking and other illicit activities.

The contract aims to support ECUNAV/COGUAR in maritime security operations, particularly in high-priority areas such as coastal cities and the Galapagos Islands. This initiative is part of a bilateral agreement to strengthen Ecuador’s institutional capacity against drug trafficking and illegal fishing, aligning with U.S. security objectives.

Work Details
The contractor will provide one Group-3 Unmanned Aircraft System (UAS) integrated with three unmanned aerial vehicles (UAs) featuring vertical takeoff and landing (VTOL) capabilities. The UAS will include ground support terminals, equipment, consumables, and spare parts necessary for operations.

Specific requirements include:
- Three UAs with a flight endurance of over 10 hours, capable of operating at altitudes up to 15,000 feet.
- Payload capacity of at least 25 pounds.
- Fully marinized for maritime use.
- Integrated payload sensors including options like Hoodtech 06EOIR2, 06EOIR3, ARCAM-45D, or EO960.
- Two ground control stations compatible with multiple deployment operations.
- Comprehensive training for ECUNAV personnel on UAS operations and maintenance in Spanish.

The contractor must ensure all items meet or exceed specifications detailed in the Statement of Work.

Period of Performance
Delivery is required within 180 calendar days after issuance of the Purchase Order.

Place of Performance
Delivery will occur at the ECUNAV/COGUAR’s Squadron of UA at Eloy Alfaro International Airport in Manta, Ecuador.

Bidder Requirements
Bidders must demonstrate existing operations and training within the Western Hemisphere for a minimum of five years. Additionally, all equipment must comply with applicable aviation and export regulations. The contractor should provide documentation and certifications in both English and Spanish.
