Acquire from three (3) to 20 new production SDR-Omni Avionics Flight Line Test Sets (Without GPS Simulator)

Background
The USDA Forest Service, specifically the Incident Procurement Operations Aviation Branch, is seeking to procure SDR-Omni Avionics Flight Line Test Sets (Without GPS Simulator) through a multi-year Indefinite Delivery Indefinite Quantity (IDIQ) contract.

This procurement aims to support the agency's mission of maintaining and operating its aircraft used for wildland firefighting and other special missions. The contract will facilitate the acquisition of essential avionics testing equipment necessary for ensuring operational readiness and safety.

Work Details
The contractor will provide three (3) to 20 new production SDR-Omni Avionics Flight Line Test Sets (Without GPS Simulator). The primary tasks include:
1. Calibration of test sets within one month of delivery, accompanied by a certificate of calibration.
2. Provision of hard-sided travel cases, U.S. compatible power cords and adapters, all necessary antennas and coaxes for full functionality, operator manuals, and commercial warranties.
3. Ensuring that all test sets are identical in model and configuration with capabilities including:
- Operation from an integral rechargeable battery with a minimum of 3 hours continuous use and 8 hours typical use.
- Operation from AC power.
- Flight line testing using antennas with direct connection capabilities.
- An integral sunlight-readable color display with at least a 16 square inch area.
- Compliance with MIL-PRF-98800 Class 1 requirements for aircraft test equipment.
4. Performing industry-standard avionics tests on various aircraft systems including communications radios, emergency locator transmitters, VOR, localizer, glideslope, marker beacon, TCAS I & II, DME, transponder systems, ADS-B compliance tests, and audio testing.

Period of Performance
The contract will be effective from October 1, 2025 through September 30, 2030. It includes five years divided into annual periods: Year 1 (Oct 1, 2025 - Sep 30, 2026), Year 2 (Oct 1, 2026 - Sep 30, 2027), Year 3 (Oct 1, 2027 - Sep 30, 2028), Year 4 (Oct 1, 2028 - Sep 30, 2029), Year 5 (Oct 1, 2029 - Sep 30, 2030).

Place of Performance
The work will primarily take place at the USDA Forest Service facilities as designated in task orders issued under this contract.
