Naval Undersea Warfare Center Division, Keyport intends to issue a full and open competitive solicitation for the production of Acoustic Device Countermeasures (ADC) MK 3, ADC MK 4, and Launch Tubes, in accordance with the Statement of Work (SOW), the classified document PMS415-LA-004-PIPS Prime Item Performance Specification for Launcher Assemblies (PIPS), Drawing 6658880 Rev C, Drawing 6561468 Rev C, and all associated performance specifications and drawings. The scope of work includes the production of the ADC MK 3 and ADC MK 4 devices, the production of Launch Tubes, and associated Engineering Services. The requirement will consist of a base year and up to four (4) one year options. The requirement will consist of up to approximately 396 ADC MK 3 devices, up to 156 ADC MK 4 devices, and up to 100 Launch Tubes.

Based on the results of Sources Sought Notice N00253-17-R-0001, published on 19 October 2016 on FedBizOpps, in concurrence with the NUWC Keyport Deputy of Small Business, this procurement is not a small business set-aside. The applicable North American Industry Classification System (NAICS) code is 334511, with a size standard of 1250 employees.

The Government contemplates award of a Firm-Fixed-Price (FFP) contract, with Cost-Plus-Fixed-Fee (CPFF) and Cost Reimbursement line items for engineering services.

NUWC Keyport anticipates conducting a Site Visit on 19 July 2017. The Site Visit is intended to provide a visual display of the ADC MK 3 AND ADC MK 4 devices to contractors who may be interested in participating in the procurement.
Contractor representatives who plan to attend the Site Visit must submit their full name, email address, phone number, mailing address, company name, company CAGE code, company JCP certification number, and country of citizenship, via email to gina.meloy@navy.mil and sarai.almanzar@navy.mil no later than 10 July 2017.
Contractor representatives are advised that no specific solicitation requirements, specifications, design, or drawing details, or any classified information, will be presented. The only purpose of the Site Visit is to provide a visual display of the ADC MK 3 and ADC MK 4 devices.
The presentation will begin at 9:00 am Pacific time and will last approximately two hours. Attendees should plan to arrive 15 to 30 minutes early to allow time to check in at the Pass and ID building.
Contractor representatives should refer to the N00253-17-R-0001 Sources Sought notice for additional information regarding the procurement.

It is anticipated that solicitation/Request for Proposal (RFP) number N00253-17-R-0001 will be available for download on approximately 27 August 2017, and will close approximately 30 days thereafter. The solicitation will be posted and will be available for download at http://www.fbo.gov/. Offerors wishing to submit a proposal are responsible for downloading their own copy of the solicitation from this website and to frequently monitor the site for any amendments to the solicitation. A bidders list will not be maintained by this office, no telephone or fax requests for the solicitation package will be accepted. Classified documents, including the Prime Item Performance Specifications (PIPS), and other related files, will be mailed only to those companies with a validated security clearance.

Restricted drawings and technical information are only available by accessing FedBizOpps. Registration instructions and a Vendor Guide Book can be found on the FedBizOpps homepage at https://www.fbo.gov. The drawings referenced in this solicitation are restricted by the Arms Export Control Act and are ONLY available to the vendor's or contractor's appointed data custodian who is registered with the DLIS (Defense Logistics Information Service) Joint Certification Program (JCP). Vendor's and contractor's data custodians who are not registered with the DLIS JCP may obtain registration information at www.dlis.dla.mil/jcp or by phone at 888-352-9333. The drawings for this solicitation will be posted to the Federal Business Opportunities (FedBizOpps) website at https://www.fbo.gov once the solicitation has been posted.

Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.

It is requested that questions regarding this solicitation be submitted via email within fifteen (15) days after the posting of the solicitation, in order to allow the Government adequate time to prepare and issue responses to all Offerors prior to the date and time set for receipt of proposals. Questions received after fifteen (15) days from the solicitation posting date may not be entertained. Questions shall be submitted via email to the Government point of contact listed on the solicitation. All questions shall include the document name, document date, specific page, paragraph, clause or other definitive citation requiring clarification. DO NOT INCLUDE ANY CLASSIFIED INFORMATION. It is the Government's intention that questions and responses will be provided via an amendment to the solicitation. Failure to respond to this solicitation, and any associated amendments, if applicable, prior to the closing date and time established, may render an offer non-responsive and result in rejection.
