The Centers for Disease Control and Prevention (CDC), the Office of the Associate Director for Policy (OADP) is competing a requirement entitled, "Achieving Public Health Impact Through Policy: Analysis, Engagement and Dissemination". This procurement is being competed under FAR Part 15. This procurement is a partial small business set-aside under NAICS Code 541720. It is anticipated that a multiple award, firm fixed price/time and material IDIQ type contract contract will be awarded with a 10 year period of performance (2 year base and four 2 year option periods). It is expected that a solicitation will be issued on or about December 18th, 2013.

Purpose and Objectives

The purpose of this contract is to provide services and develop products that are focused on using scientific and program expertise to advance policy change that promotes health. One of the most effective and affordable ways to protect public health is to advance policies that make it easier for people to live healthy lives and make healthy choices. CDC s science helps promote policies that produce measurable improvements in public health outcomes and demonstrate cost effectiveness. The three policy domains for this contract will be: 1) Policy and Economic Analyses. The purpose of this domain is to conduct rigorous analyses of various policy options using state-of-the-science methods in order to identify the most promising policy options. 2) Stakeholder Engagement, Assessment and Analysis. The purpose of this domain is for the contractor to foster input, participation, and planning from persons who have an investment in addressing a particular health issue from a policy perspective. 3) Policy dissemination through communication, capacity building, training and technical assistance. The purpose of this domain is to utilize state-of-the-art communications and capacity building, training, and technical assistance methods to disseminate the following to a variety of audiences.
All responsible sources may submit a proposal which will be considered by the agency. All contractors who provide goods/services to the CDC must be registered in the System for Award Management (SAM). The internet site for registering for SAM is http://www.sam.gov.
This notice does not commit the Government to award a contract. No collect calls will be accepted. No facsimile transmissions will be accepted. See attached RFP for further information.
