The Regional Procurement Support Office Frankfurt, Germany hereby provides the following Combined Synopsis and Solicitation for: On-The-Job Accidents and Accidents to-and-from Work Insurance coverage for locally employed U.S. Mission Belgium employees (as further described in Attachment A - Performance work statement).

Offerors shall prepare and submit their offer in two (2) volumes as set forth below:
Volume I - Price Offer: One (1) Electronic version sent via email
Volume II - Technical Offer: One (1) Electronic version sent via email

The complete offer shall be submitted via email to the email addresses provided below:

Background
The Regional Procurement Support Office Frankfurt, Germany is issuing a Combined Synopsis and Solicitation for On-The-Job Accidents and Accidents to-and-from Work Insurance coverage for locally employed U.S. Mission Belgium employees.
This contract aims to provide necessary insurance services to ensure the safety and well-being of U.S. government employees in Belgium.

Work Details
The contractor shall provide On-The-Job Accidents and Accidents to and From Work Insurance services to employees of the United States of America in Belgium.
The insurance will cover eligible participants as specified in the Performance Work Statement (PWS).
The contractor must ensure that all services meet the standards outlined in the PWS, including:
1. A thorough description of methods for ensuring performance standards are met.
2. Evidence of knowledge and experience in providing accident insurance.
3. Capability to provide necessary personnel, equipment, and financial resources.
4. A functioning document security plan for handling personal identification information (PII).
5. Proof of licensing or accreditation to provide accident insurance in Belgium.
6. A detailed claims workflow system and customer service mechanism.
7. Submission of a Strategic Plan, Management Plan, and Past Performance Information as part of the technical offer.

Period of Performance
The contract will be performed over a period starting January 1, 2026, for one year with four one-year options to renew.

Place of Performance
The services will be performed in Belgium.
