The Army Contracting Command Aberdeen Proving Ground (ACC-APG) is pleased to release the first Request for Information (RFI) for the Army Contracting Command's Enterprise for Sourcing Services (ACCESS) acquisition, the successor to the Responsive Strategic Sourcing for Services (RS3) Multiple Award Indefinite-Delivery, Indefinite-Quantity (MA IDIQ) contract. ACC-APG is requesting information and conducting market research that will be used for planning purposes to determine the appropriate acquisition approach for the ACCESS effort.

Background
The Army Contracting Command – Aberdeen Proving Ground (ACC-APG) has released a Request for Information (RFI) for the Army Contracting Command’s Enterprise for Sourcing Services (ACCESS) acquisition, which is the successor to the Responsive Strategic Sourcing for Services (RS3) Multiple Award Indefinite-Delivery, Indefinite-Quantity (MA IDIQ) contract. The RFI is aimed at conducting market research and gathering information for planning purposes to determine the appropriate acquisition approach for the ACCESS effort. It is important to note that this RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Additionally, the government will not pay for information requested nor compensate any respondent for any cost incurred in developing information provided.

Work Details
The work under the ACCESS acquisition is intended to increase the scope of the RS3 contract vehicle by focusing on Professional Services and Staff Augmentation, including Engineering Services, Research, Development, Test & Evaluation Services, Logistics Services, Acquisition and Strategic Planning Services, Education and Training Services, IT Services (Not currently provided under RS3), and Medical-based Logistical Services (Not currently provided under RS3). The contract is planned to consist of a five-year base ordering period followed by a single five-year optional ordering period. The RFI solicits responses on various topics including whether the planned successors to RS3 and ITES-3S acquisitions should be combined into one MA IDIQ contract, whether there should be a limit on the number of Primes awarded a base IDIQ contract under the ACCESS acquisition, whether awards should be separated based on NAICS codes, proposal streamlining efforts at both the base IDIQ and task order level, metrics and/or criteria for off-ramp clause(s), and other insights for consideration with regards to this potential recompete.
