Background
The Internal Revenue Service (IRS) is seeking sources to determine if there are potentially qualified U.S. Small Business Administration (SBA) certified 8(a), Service-Disabled Veteran-Owned Small Business (SDVOSB), HUBZone Small Business, Women Owned Small Business (WOSB), and/or Small Business (SB) with the capability to provide access to real-time databases that report nationwide current and historical real estate market transactions.

The IRS Large Business and International Division’s Engineering and Valuation group specializes in providing technical support on engineering and valuation issues for large and complex business tax returns, requiring access to comprehensive real estate data for accurate property valuation.

Work Details
The vendor will provide access to the CoStar Suite Professional Database, which includes data for approximately 50 markets across the continental United States via an internet-accessed application. The database must be updated as frequently as possible, acknowledging that some inaccuracies may exist.

Specific services include:
1) Providing twenty (20) user accounts for IRS employees;
2) Adding or deleting user accounts upon request;
3) Offering help desk and technical support;
4) Supplying detailed usage reports upon request;
5) Ensuring unlimited access to database information and functionality;
6) Providing timely customer support; and
7) Offering training for IRS employees as needed. Access must be available 24/7 through a high-speed internet website compatible with Windows 10 or later, Microsoft Office applications, and comply with Section 508 of the Rehabilitation Act.
