THIS IS A SOURCES SOUGHT NOTICE. NO SOLICITATION IS AVAILABLE AT THIS TIME. The purpose of this Sources Sought Notice is to identify potential sources capable of performing the effort described herein pursuant to FAR Part 10, Market Research and FAR Part 19, Small Business Programs. This is for planning purposes only.

Any information submitted by respondents to this Source Sought Notice is voluntary. The Air Force does not intend to award a contract on the basis of this notice or to otherwise pay for the information solicited. Respondents should not construe this notice as a commitment by the Air Force for any purpose, and should refrain from providing proprietary information in the response.

1. INTRODUCTION: This is the initial step in the planning process for 705th Access Control

The 377 MSG/PKA at Kirtland Air Force Base is seeking sources capable of providing the 705 CTS maintenance and support services that maintain three access control systems located in building 942, Kirtland AFB, NM. The vendor shall be a Hirsch authorized vendor. Required services include software and hardware updates, maintenance, repairs, and replacements, as well as semi-annual preventative maintenance checks in accordance with the draft Performance Work Statement (PWS). Interested and qualified vendors are invited to submit their capabilities.

377 MSG/PKA anticipates conducting a competitive acquisition for this effort. The effort is expected to result in a Firm-Fixed-Price contract. NAICS code is anticipated to be 561621, size standard $25.0M.

2. INSTRUCTIONS: All businesses capable of demonstrating the ability to meet the draft PWS are invited to respond electronically with Statement of Capabilities (SOCs). Do NOT merely reiterate the objectives or formulate the requirements specified in the attached draft PWS.

Responses shall include company name, address, CAGE code, point of contact with email address and telephone number, and indicate business size (small business, small disadvantaged business, service-disabled veteran-owned small business, economically disadvantaged woman-owned small business, woman-owned small business, or HUBZone) using NAICS 561621, size standard $25.0M. The Air Force reserves the right to consider a small business set-aside for any subsequent acquisition based upon responses to this notice. Small business respondents should provide a statement of capabilities to assist the Air Force in making a set-aside decision.

Statement of Capabilities are limited to 5 pages, using Times Roman 12 Font. Do NOT include any marketing material in the capabilities statement.

Background
The 377 MSG/PKA at Kirtland Air Force Base is seeking sources capable of providing maintenance and support services for the 705 Combat Training Squadron's three access control systems located in building 942, Kirtland AFB, NM. The vendor must be a Hirsch authorized dealer. The goal of this procurement is to ensure the operational integrity and security of the access control systems through regular maintenance and timely updates.

Work Details
The contractor will be responsible for maintaining three access control systems and an external camera system, including:

1. Preventive Maintenance (PM) Visits: Conduct PM inspections/testing twice a year, covering all labor costs under the firm-fixed-price contract. Schedule PM visits in April/May and November/December.

2. Hardware, Software, and Firmware Updates: Keep systems updated with non-critical updates during PM visits and critical updates within 15 days of release.

3. Equipment Maintenance: Maintain various components including Velocity software, Hirsch TS/FICAM-ready Scramble Pads, MX8 door controllers, HID PIV Class CAC readers, and others as detailed in the SOW.

4. Troubleshooting and Resolution: Provide technical support within specified timeframes for emergency (4 hours), after-hours (24 hours), and non-emergency (48 hours) situations.

5. Testing and Verification: Test all doors, badge readers, public address systems, cameras, and other equipment to ensure proper operation and functionality.
