Description

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES; no solicitation or RFQ will be forthcoming.

The U.S. Army Special Operations Command, Fort Bragg, North Carolina intends to negotiate on a sole source basis with Evergreen Fire and Alarms LLC under the authority implemented in FAR Subpart 13.5 for the supplies/services listed in the attached Performance Work Statement (PWS).

The North American Industry Classification System (NAICS) has been determined to be 561621 Security Systems Services (Exept Locksmiths), with a large business size standard of $25,000,000. The Product Service Code for this acquisition is N063 Installation of Equipment Alarm, Signal, and Security Detection Systems.

Any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's needs. To be considered, any such documentation shall be submitted via email to the Points of Contact listed with this notice by Wednesday, 10 Sept 2025, 10:00 AM EST. Extensions will not be granted. A determination not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether bona fide competition exists. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities and experience that will demonstrate the ability to support these requirements.The Government will not pay for any information submitted. Only electronic submissions will be accepted.

Background
The U.S. Army Special Operations Command, located at Fort Bragg, North Carolina, intends to negotiate on a sole source basis with Evergreen Fire and Alarms LLC for the provision of an Access Control System (ACS) at Joint Base Lewis-McChord, Washington.

This contract aims to enhance the security operations of the 1st Special Forces Group (Airborne) by replacing outdated systems that currently complicate access management and compromise physical security.

Work Details
The contractor is required to provide all personnel, equipment, supplies, tools, materials, supervision, and other items necessary to replace existing Millenium & Millenium Ultra ACS servers, controllers, badge readers, and components across 32 buildings and 5 vehicle access control points.

Specific tasks include:
1. Install one ICIDS-V Application Server Assembly with appropriate licenses.
2. Install six Starwatch ICIDS V Operator Workstations with appropriate licenses.
3. Replace 18 existing door controllers with 18 EntroStar Door Controllers with enclosures (P/N: ENS-PANL-2111).
4. Replace 86 existing door controllers with 86 EntroStar Door Controllers with enclosures (P/N: ENS-PANL-4122).
5. Replace 341 card readers with 341 HID Readers (P/N: H34-10190).
6. Replace 341 door strikes with 341 electric door strikes (P/N: 1600-CDB-630).
7. Ensure compliance with AR 380-5 and DoD 5200.08-R for electronic security systems.
8. Provide a minimum of two hours of on-site training for two personnel on system operation and configuration.

The period of performance for this contract is set for one year.
