Background
The Performance Work Statement (PWS) describes the services required to provide Specialized Engineering Studies on the AC-130J aircraft modified with the W.R. Davis Infrared Suppression System (IRSS). The objective is to analyze the effects of the IRSS system on the AC-130J engines and determine how much of the life of the engines has been affected, which could impact future costs for repair, maintenance, and potential early replacement of the engines. The requirements for the IRSS system were identified prior to the beginning of the program and required minimal effect on the wings and no performance degradation on the engines. Previous studies have been completed on AC-130W aircraft modified with an IRSS system designed by Liberty Works and determined there was no impact on the engines when those suppressors were installed on the AC-130W.

Work Details
The services required include analyzing the effects of the IRSS system on the AC-130J engines, supporting any engine Test and Evaluation to complete study, providing status reports, cost reports, meeting minutes, and ensuring compliance with security regulations, environmental management system requirements, safety regulations, mishap notification/investigation, inspection of services, invoicing/payment and receipt/acceptance procedures, and trafficking in persons compliance.
The period of performance for the order will extend 12 months and these services will be performed at Contractor’s facility in Warner Robins, GA.
