Description

The American Battle Monuments Commission (ABMC) is seeking managed payroll services for foreign national employees in 8 different countries. Please see attached solicitation and Performance Work Statement (PWS) with Appendices for additional details regarding scope and requirements. A recording of the Industry Day held on 9 May 2022 and associated Questions and Answers are also provided with this solicitation.

Background
The American Battle Monuments Commission (ABMC) is an independent agency of the executive branch of the US government, established by legislation in 1923. It maintains military cemeteries and memorials in countries around the world commemorating the US war dead. ABMC is staffed by around 500 full-time civilian employees, around 90 of whom are US citizens. The remaining 410+ civilian employees are foreign nationals (LES, or locally employed staff) employed in the 10 countries where ABMC cemeteries are located – six in Europe (France, Belgium, Italy, Netherlands, United Kingdom and Luxembourg), plus the Philippines, Tunisia, Panama, and Mexico.

Work Details
The scope of services includes providing managed payroll services for foreign national employees in 8 of the 10 countries where ABMC cemeteries are located. The payroll services cover a range of activities such as controls and compliance, implementation, pricing, qualification and reputation assessment, and governance.

The RFP also specifies that the information provided is strictly confidential and should not be disclosed to any third party without prior written consent from ABMC.

Period of Performance
The period of performance for the contract starts on September 30th, 2022 and ends on September 29th, 2023 for certain line items. For other line items related to option years, the period of performance extends up to September 30th in subsequent years.

Place of Performance
The contract work will be performed at various locations including ABM Overseas Operations in Paris Office, Paris FR 75008.
