Description

The American Battle Monuments Commission (ABMC) has a requirement for item level digitization and metadata capture of both modern and historical documents, Form 1 internment cards, and plans/blueprints from cemetery sites and collections. Records are required to be digitized and embedded with associated metadata as part of the OMB/NARA Directive M-19-21: National Archives and Records Administration (NARA) Transition to Electronic Records Directive. Most documents will be in a letter size format of 8"x10" or legal size of 11"x14", however, there are smaller card size burial records (5"x7") that cannot be run through a feeder scanner. Large format maps and blueprints will also vary in size and require specialized digitization. Some materials may be fragile or need preservation prior to handling for digitization. Rips or tears may be found on oversized plans and blueprints. Digitization elements: a. Digitized materials will be organized in the same manner as their physical format (including retention of original order). All records must be returned in the same manner as the original (i.e. re-stapled, paperclipped or binder clipped) b. The Contractor will create a digital folder with the same name as the physical folder and all digital records within that folder will be the same documents as those found in the physical version. c. Physical documents which constitute multiple pages will be digitally merged into a single PDF/A file. d. All records shall be made minimally compliant with federal requirements of Section 508 of the Rehabilitation Act. e. Optional task: plans/blueprints to also be saved as JPG in addition to PDF/A.
