The Office of the Deputy Assistant Secretary of the Army (Cost & Economics) (ODASA-CE) is seeking non-personal, technical support services in the areas of cost and economic analysis for major weapon systems, information systems, and defense business systems. The services will include updating and improving the Automated Cost Databases (ACDBs) for Missiles and Munitions (M&M), Wheeled and Tracked Vehicles (WTV), Aviation, and C4ISR. The contractor will also conduct cost analysis research, develop cost-estimating relationships and models, and provide training to enhance the cost analysis skills of ODASA-CE. The ACDBs provide actual costs for systems based on the Work Breakdown Structure and Army Cost Element Structure. The contractor will also perform specialized research using traditional and non-traditional cost estimating techniques such as machine learning.

The timeframe for the acquisition is ongoing, with updates to the ACDBs required at least twice a year. The place of performance is at the Office of the Deputy Assistant Secretary of the Army for Cost and Economics (ODASA-CE) in accordance with current DOD and Army regulations. The contractor will be responsible for providing non-personal technical support services in the areas of cost and economic analysis, including data collection, mapping, analysis, normalization, database implementation, development of cost-estimating relationships, cost models, and specialized research. They will also provide training on cost analysis topics such as machine learning in DOD cost analysis efforts and life cycle cost estimating considerations for the cloud.

Notable requirements include maintaining a SECRET security clearance for contractor personnel performing work on-site, developing an effective quality control program to ensure services are performed in accordance with the Performance Work Statement (PWS), and complying with various security requirements such as physical security and antiterrorism operations security. The contractor will also be responsible for attending post-award conferences and periodic progress meetings with the contracting activity or contract administration office. Additionally, the contractor will be required to submit a start-up plan with their proposal, outlining their approach for assuming full contractual responsibility without disruption or degradation of performance.
