Scope Scope is one on-premise (not cloud) ABBYY Flexicapture V12 software license key or equal for five (5) years paid upfront. The software license key is delivered to the government and no installation of software is required. Requirements The Contractor shall provide the IOCR software tool, ABBYY Flexicapture Software (license key) or equal. The following salient characteristics shall be met to be deemed acceptable: Salient Characteristics ABBYY Flexicapture V12 software product or equal: 1. The software shall be installable on a traditional client-server windows FDA environment 2. CTP expects an increase in page submissions over year of year, with the current pages expected to be reach 350,000 pages. The software shall be scalable to process the current page load and any increase in volume of pages over time. 3. To allow integration across platforms, the software shall integrate using a Web API and include multiple out-of-the-box datastore connectors. 4. CTP requires the Tobacco Industry to submit User Fee data across five (5) different form types and each form can includes multiple versions of each form. The forms include handwritten text and computer printed characters. The software shall include technologies to extract any text (handwritten or computer printed) from structured forms, a semi-structured form, or unstructured forms. 5. The Tobacco Industry submits forms in a single consolidated monthly PDF packet and a packet will contain the same form for different dates with a month. For example, some forms must be included for the 1st and the 15th of a month. Within the packets form contain variable row height and variable page lengths. The software shall include line-item capture and repeating groups functionality to extract and track the unique data across the Monthly PDF packet. 6. Software shall provide the ability to manage form level and field level business rules to enhance the accuracy of the form processing. 7. The solution shall include the ability to scale vertically and horizontally to support high volume and fast document processing scenarios. 8. CTP uses a folder structure hierarchy to centralize the PDF packets. Packets are dropped into folders from multiple sources across the FDA. The software shall include the ability to automatically process PDFs when they are moved to a designation folder known as a "Hot Folder." 9. Due to the large number of Tobacco Industry Members who submit PDF Packets to CTP, the solution shall include Image Enhancement functionality to automatically improve image quality captured across different vendor scanners and PDF generates software. 10. To assist with file processing and organization the solution shall include the ability to classify document types. 11. For unique cases of file processing, the solution shall t include the ability to use convolutional neural networks to sort documents by appearance, pattern, and text classification to classify any document type. 12. Shall be able to configure to integrate with a variety of business applications, RPA or BPM tools 13. The current number of pages expected to be extracted per year is 300k, however, the software shall offer a license that allows up to 1 million pages to be extracted per year in a Production Environment to accommodate future growth. 14. The software shall allow configurable error thresholds to notify end-user of low-quality PDF to Text extractions. When the error count exceeds the User's configured error tolerance, the system must offer a User-Interface (extra workstation) for Users to navigate and correct each error. 15. The software shall allow multiple users to access the PDFs flagged for error correction. 16. The software shall offer a non-Production installation for development and testing activities. 17. The software shall be for five (5) years. Instructions to Quoters Please read these instructions carefully. All items required to be included in the quotation as delineated in these instructions must be provided in Quoter's quotations. A. Instructions to Quoters: 1. This solicitation is issued under FAR part 8.4 procedures using GSA for small business. The NAICS code is 511210, Software Publishers. 2. Quoters shall certify their quotes to be valid for 30 days 3. Quoters shall submit a complete pricing for all products listed in this RFQ. Partial quotes will not be considered. Incomplete pricing or pricing with omissions may not be considered for award. 4. Quoters should ensure that their initial submission represents their best pricing and that all information is provided to determine technical acceptability. The Government will not research items to determine compatibility; all information regarding compatibility must be contained within the quotation. 5. Pricing format should be similar to the table in section 4 6. Quotations shall meet all the requirements of this solicitation in order to be considered technically acceptable. 7. Quoters shall submit all assumptions in their quotation. 8. Quotes shall meet all the salient requirements of this solicitation. Quotes should contain all requirements outlined in Section 3 of this solicitation. 9. Quoter shall be an Original Equipment Manufacturer, authorized reseller and/or servicing agent of the software manufacturer. 10. The Government requests the Contractors to provide discounts off their established pricing for each line item. 11. Quoters shall submit Section 508 Product Accessibility Templates (PAT) in full text with their quotations. All quotes will be evaluated on a Lowest Priced Technically Acceptable (LPTA) basis. 2. All quotes will be evaluated on proposed products that meet or exceed all the requirements specified in Section 3 of this solicitation. 3. Total Price Basis for Award The Government shall award a contract resulting from this solicitation to the responsible quoter as a fixedprice contract on the lowest price technically acceptable (LPTA) evaluation method. Award will be made based on the lowest evaluated price meeting or exceeding the noncost factor (technical conformance to the requirements of the solicitation). The Quoter's initial quotation should contain the Quoter's best terms from a price standpoint. Failure to demonstrate meeting any of the requirements will result in a rating of technically unacceptable and will not be considered for award.
The U.S. Food and Drug Administration (FDA) is seeking to purchase ABBYY Flexicapture software license or an equivalent product. The purpose of this acquisition is to automate the input process for the Tobacco User Fee Application (TUFA) system, which collects data from the tobacco industry. Currently, the FDA is using ABBYY Flexicapture software and wants to continue using it. The scope of work includes providing a five-year on-premise software license key for ABBYY Flexicapture V12 or an equivalent product. The software should be able to handle a high volume of page submissions, integrate with various platforms, extract text from structured and unstructured forms, and include features such as line-item capture and repeating groups functionality.
The timeframe for this acquisition is from April 3, 2022, to April 2, 2027. The place of performance is the FDA White Oak Campus in Silver Spring, MD. It's worth noting that this acquisition is being conducted in accordance with GSA Multiple Award Schedule (MAS) 54151S and will be a single award firm-fixed price delivery order. The Government is not obligated to make an award or pay any costs incurred by the Contractor in preparing and submitting its quote.
