Background
The action being approved is the ability to solicit for DLA requirements on an Other Than Full and Open Competition basis in accordance with 6.302-1. The supplies to be acquired are various types of Abbott Vascular cardiovascular products that fall into the following product categories: Atrial Fibrillation (AF), Coronary, Cardiac Rhythm Management (CRM), Endovascular, Heart Failure Management (HFM), Mechanical Circulatory Support (MCS), Neuromodulation Devices (NMD), and Structural Heart Devices (SHD). Defense Logistics Agency (DLA) Troop Support, Medical Supplier Operations, is the contracting activity.

Work Details
The supplies to be acquired are various types of Abbott Vascular cardiovascular products that fall into specific product categories. In addition to supplying the products in these categories, the vendor must also be capable of supplying the ancillary accessories and instrumentation necessary for cardiovascular surgery. Items purchased by this acquisition will be delivered by three different methods: Just-in-Time (JIT) for surgery, Direct Vendor Delivery (DVD), or Consignment. The proposed contract will be a fixed price with economic price adjustment (EPA), Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a one-year base period and four one-year option periods. The estimated dollar value for DLA’s requirements in support of DoD activities over the potential five-year life of the contract is $117,140,796.00.

Period of Performance
The proposed acquisition will result in a five-year Fixed Price Indefinite Delivery/Indefinite Quantity contract.
