Description

In accordance with Federal Aviation Administration Acquisition Management System (AMS) Policy 3.2.2.4 and AMS Policy 3.2.1.2.1 - this announcement is for a Screening Information Request- Request for Offers to solicit statements of interest and capabilities from interested vendors. The Federal Aviation Administration (FAA) Office of Aerospace Medicine (AAM) Aerospace Medical Certification Division (AMCD) ensures that the United States' Airman Population and the public are safe from aircraft incidents/accidents that could be the result of Airman medical problems. AAM has directed a review of Airman medical certifications estimated at 10,000 Airman records (5,000 Veterans Administration Airman and 5,000 Airman Records from Airman Medical Examiners (AME). The period of performance for the review of these records is anticipated to start by the end of January 2022 and all records reviews must be completed by the end of January 2024. This review requires contract support of two (2) Contract Professional Service Specialties including Medical Officers and Legal Instrument Examiners/Program Analysts by way of Multiple Award Blanket Purchase Agreements under each of the aforementioned Professional Labor categories. Draft Performance Work Statements detailing the requirements of Medical Officer and Legal Instrument Examiner/Program Analyst responsibilities are attached to this announcement. Additionally, this market survey is being conducted in order to obtain the information necessary to aid the FAA in its determination as to whether adequate competition exists to set-aside the competition.

The Principal North American Industry Classification System (NAICS) size standard code for the Medical Officers is 621111 Offices of Physicians and the NAICS code for the Legal Instrument Examiners/Program Analysts is 541990, All Other professional, Scientific and Technical Services.

The FAA intends to have Labor Hour/Time and Material Blanket Purchase Agreements in place in by mid-January 2021. This acquisition process will be issued in two phases.

Phase One requires vendors to provide completed information in support of the below listed Certification Information for either the Medical Officer or Legal Instrument Examiner/Program Analyst services. Upon receipt, verification and validation of the completed certification information attached to this announcement, potential vendors will be permitted to participate in Phase Two. Completed Certification Information responses along with a resume are due by no later than January 3, 2022 but vendors are encouraged to submit responses as quickly as possible. Responses shall be emailed to the following acquisition personnel: Cynthia Cooper at Cynthia.cooper@faa.gov as well as Angel Jones at angel.jones@faa.gov.

*** Vendors must submit required documentation in Phase One to participate in Phase Two.

Phase Two: Vendors will be provided a Screening Information Request (SIR) that contains the terms and conditions of the Blanket Purchase Agreement for review and completion. Potential vendors would then be required to complete and submit the SIR so that the FAA and the potential vendor can enter cost/price negotiations in order for the finalized BPA to be issued.

CERTIFICATION INFORMATION FOR MEDICAL OFFICERS:

All responders must provide Certification Information that addresses the following (in order):

  1. Affirmation that potential vendor is a FAA Medical Officer/Physician who has retired within last 5 years
  2. Copy of current medical license
  3. Documentation demonstrating that the potential vendor is Board Certified in a medical specialty recognized by ABMS- must have aerospace or aviation medicine
  4. Documentation showing potential vendor has completed Basic Aviation Medical Examiner Seminar within xx time period
  5. Documentation that potential vendor has a minimum of 10 years MO experience
  6. Documentation that potential vendor has previous experience using DIWS and subsystems
  7. Affirmation that potential vendor is registered in System for Award Management (www.sam.gov)
  8. Duns Number or Cage Code
  9. Copy of applicable Small Business size status representations
  10. Available start date
  11. Part time or Full Time Availability

Additional documentation may be requested for verification of qualifications.

  2. Documentation that potential vendor has a minimum of 10 years FAA Legal Instrument Examiner/Program Analyst experience
  3. Documentation that potential vendor has previous experience using DIWS and subsystems
  4. Affirmation that potential vendor is registered in System for Award Management (www.sam.gov)
  5. Duns Number or Cage Code
  6. Copy of applicable Small Business size status representations
  7. Available start date
  8. Part time or Full Time Availability

The FAA will not pay for any information received or costs incurred in preparing the response to the Screening Information Request. Therefore any cost associated with the submission is solely at the interested vendor's expense.
