Test and Evaluation of the BSEE Burner   3

Background
The United States Department of the Interior, Bureau of Safety and Environmental Enforcement (BSEE) is issuing this solicitation for the project titled 'Test and Evaluation of the BSEE Burner.' The BSEE Burner, designed for the disposal of crude oil, aims to provide an easily deployable solution for oil spill scenarios in remote or environmentally sensitive locations. This project will oversee testing, modification, and advancement of the BSEE Burner system with the goal of transferring it to end users.

Work Details
The contractor will perform a series of tasks including:

1. Evaluation of current prototype operation;
2. Conduct life cycle testing of the system;
3. Modify existing BSEE Burner prototype in preparation for field testing;
4. Construct additional testing prototypes as needed;
5. Field test the BSEE Burner in simulated spills or spills of opportunity;
6. Modify prototypes based on field testing results;
7. Develop commercial air transport compatible packaging for the BSEE Burner and all required equipment;
8. Prepare user manuals for the BSEE Burner.

Specific tasks include:

Task 1 - Prototype Evaluation: Evaluate material life cycle, stress factors, carbonization, operational extremes, and conduct performance assessments on land.

Task 2 - Prototype Modification: Integrate necessary components like air compressors, design simplified controls, attach safety devices, and construct additional prototypes for field testing.

Task 3 - Field Testing: Deploy in various environments including marshes and arctic conditions to assess burn efficiency and collect data on oil burn rates.

Task 4 - User Manual Development: Document lessons learned and suggested modifications based on field trials.

Period of Performance
The contract will be performed over a specified period that includes multiple phases of evaluation, modification, construction, and testing as outlined in the Statement of Work.

Place of Performance
The contract will be performed at various locations including land environments such as marshes and arctic areas as well as marine environments.
