Tactical Data Link (TDL) Systems Support   4

The Department of the Navy, Space and Naval Warfare Systems Center Pacific (SSC Pacific) hereby issues solicitation No. N66001-14-R-0079 for Tactical Data Link (TDL) Systems Support of the following Programs of Record (PORs) and similar programs that may be developed in the future: Airborne Tactical Data Systems (ATDS), Ballistic Missile Defense (BMD); Command and Control Processor (C2P), Common Data Link Management System (CDLMS), Common Link Integration Processing (CLIP), Joint Tactical Radio System (JTRS), Multifunctional Information Distribution System (MIDS), Next Generation C2P (NGC2P), Rehosted C2P (RC2P), Tactical Data Link (TDL) related Foreign Military Sales (FMS), and Tactical Command and Control Independent Verification and Validation (TAC C2 IV&V). The Government initially considered including a Small Business Reserve for this requirement, but later reconsidered. The Contracting Officer and Small Business Office agreed that in this instance, a Reserve was not appropriate. The sources sought notice was published on 07 August 2013 under N66001-13-R-0079. This is a full and open competition with no reserves, anticipated to result in awarding multiple Indefinite Delivery/Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) contracts. The prospective contracts will have a three year base period with a two-year option period. The estimated level of effort for the total requirement is 377,280 hours. The NAICS code for this procurement is 541330 with a size standard of $38.5 million. A Bidders Mailing List will not be established and hard copies of documents will not be provided.
