Background
The Recipient Epidemiology and Donor Evaluation Study (REDS) Data Coordinating Center (DCC) is established to support the National Heart, Lung, and Blood Institute (NHLBI) in its mission to enhance the understanding of blood donation and transfusion practices.

The goal of this contract is to coordinate REDS activities, facilitate research, and ensure compliance with ethical standards in human subjects research.

Work Details
The Contractor shall fulfill the following tasks:
1. Coordinate RED activities by scheduling, planning, and administering meetings for the REDS program, including participation in Steering Committees.
2. Develop and maintain Operating Procedures for the REDS program in collaboration with the Executive Committee and NHLBI staff.
3. Establish a single/central Institutional Review Board (IRB) for ethical review of multi-center non-exempt human research, ensuring compliance with Department of Health and Human Services regulations.
4. Develop and maintain both public and private REDS websites to facilitate communication and information sharing among participants.
5. Maintain centralized databases for donor/donation data and study participant information, updating Manuals of Operations as necessary.
6. Coordinate development of new study protocols as directed by the Contracting Officer Representative (COR), ensuring flexibility to address emerging research needs.
7. Provide data management systems for secure data collection, tracking, management, and storage across all program components.

Period of Performance
The contract will be performed over a specified period as determined by the NHLBI requirements.

Place of Performance
The work will be conducted primarily at locations designated by the NHLBI, including regional hubs across the United States.
