Presolicitation Synopsis Announcement- Broad Agency Announcement   3

Synopsis: The US Army Contracting Command - Aberdeen Proving Ground (Natick Contracting (ACC-APG(NCD)), in support of the US Army Natick Soldier Research, Development and Engineering Center (NSRDEC) has a need to contract with industry to procure a wide range of basic and applied scientific and technical research services that will be procured under a Broad Agency Announcement (BAA) solicitation. Scientific areas of interest include: a) combat feeding equipment and systems; b) combat ration R&D; c) warfighter system technologies; d) expeditionary basing, collective protection and field service technologies; e) airdrop-advanced personnel and cargo airdrop systems; f) textile technologies; g) modeling and simulation; h) warfighter advanced technologies; i) Sustainability Logistics-Basing, Science and Technology Objective Demonstrations (SLB-STO-D).
The BAA will be an unlimited full and open competitive solicitation that will address these NSRDEC scientific topic areas for a period of 5 years. Multiple contract awards are anticipated, based on submission and acceptance of technical concept papers, followed by invitation by the Government to submit, and successful evaluation of formal written proposals.
Detailed information regarding the scientific areas of interest and the concept paper/proposal submission and evaluation process will be described in the BAA.
The BAA Request for Proposals (RFP) will be Solicitation Number W911QY-15-R-0016 and is planned for release on or about 1 March 2015.
