Description

Notice of Intent to Sole Source-68HERH25R0004 was accidently cancelled. Notice of Intent to Sole Source-68HERH25R0007 is put in place and will close by the original date by COB on 2/3/2025 at 16:30pm. New Contract Award for "purchase of two (2) Mantis Flare Monitors with Mantis Imaging Spectrometer and the associated Mantis Field Kits and two (2) Mantis Lite Flare Monitor with Mantis Lite Field Kits".
Background
The Environmental Protection Agency (EPA) is issuing a notice of intent to award a sole source fixed price purchase order for the acquisition of specialized monitoring equipment. The goal of this contract is to procure two Mantis Flare Monitors equipped with Mantis Imaging Spectrometers and associated field kits. This equipment is essential for compliance inspections and mission-critical inspection work in industrial settings.

Work Details
The contractor will provide:
- Two (2) Mantis Multi-spectral Remote Flare Monitors with Mantis Imaging Spectrometer.
- Two (2) Mantis Lite Multi-spectral Remote Flare Monitors.
- Associated equipment including:
- Two (2) 24V Nema Power Supplies.
- Two (2) 6-foot breakout cables.
- Two (2) Pelican Air rugged cases.
- Two (2) tripod mounting brackets.
- Two (2) Manfroto 055 tripods.
- Two (2) Manfroto video heads.
- Two (2) Bushnell Tour V5 laser range finders.
- Two (2) Kestrel 5000 meteorological sensors.

The Flare Monitors must utilize Video Imaging Spectro-Radiometry (VISR) technology to autonomously monitor flare performance metrics such as Combustion Efficiency, Smoke Index, Flame Stability, Flame Footprint, Heat Release, and Net Heating Values from distances between 100 to 1000 feet from the flare. They should be capable of taking measurements at a rate of 20 to 30 times per second and averaging results over user-defined intervals.

Period of Performance
The delivery date for the equipment is set for 60 days after the signed order.

Place of Performance
The equipment will be utilized in various industrial settings across the United States for compliance inspections.
