Background
The National Institute of Mental Health (NIMH), part of the Department of Health and Human Services, is issuing this Request for Proposal (RFP) No. 75N95024R00124 for the NIH NeuroBioBank Brain and Tissue Repository.

The goal of this contract is to establish a repository that will support research on brain and tissue samples, contributing to the understanding of mental health disorders and drug abuse. The NIMH aims to award multiple cost reimbursement contracts to qualified contractors who can fulfill the requirements outlined in this solicitation.

Work Details
The contractor will be responsible for providing all necessary services, qualified personnel, materials, equipment, and facilities required to perform the tasks specified in the Statement of Work.

Key tasks include:
1. Reporting Requirements: Submission of electronic reports compliant with Section 508 of the Rehabilitation Act, including Technical Progress Reports detailing activities undertaken and future plans.
2. Deliverables: Monthly electronic documentation of labor hours and reports, quarterly technical progress reports, annual technical progress reports, and a final technical progress report summarizing salient results achieved during the contract period.
3. Quality Assurance: Development and submission of a Quality Assurance System/Quality Management Program Plan within 60 days after contract award.
4. Compliance with security requirements including submission of a System Security Plan and adherence to HHS security protocols.
5. Packaging, marking, and shipping biological specimens according to government specifications.

Period of Performance
The initial period of performance is from May 1, 2025, through April 30, 2026, with options for four additional years based on performance and funding availability.

Place of Performance
The work will primarily be performed at the National Institute of Mental Health located at 6001 Executive Blvd., Bethesda, MD 20892.
