The Space and Naval Warfare Systems Center, Pacific (SSC Pacific), intends to issue Request for Proposal (RFP) No. N66001-13-R-0006 to obtain support for interoperable communications. Support may also be for information technology as well as other Command, Control, Communications, Computers, and Intelligence (C4I) efforts. SSC Pacific is the responsible agent for Department of Homeland Security (DHS) technical assistance and research and development (R&D) related to interoperable communications. DHS provides technical assistance and R&D for the advancement of interoperable communications to federal, state, local, tribal, and non-Governmental entities. To meet these overall mission responsibilities, support is required for these capabilities in the areas of: project operations, planning and development; governance and standard operating procedures; tactical communications enhancement; systems analysis; systems engineering; software engineering; research and development; design and fabrication; integration and Implementation; test, evaluation, and certification; independent validation and verification; training and workshops; exercises and events; operational emergency response and recovery support; configuration management; quality assurance; information sharing; and system administration. This acquisition is a follow-on procurement to N66001-11-D-0051 with Science Applications International Corporation and N66001-11-D-0013 with Lafayette Group. This requirement will be solicited under full and open competition with multiple awards anticipated and one award reserved for a qualified small business per FAR 19.502-4(a). This proposed contract has security requirements at the Secret level. The anticipated contract type will be Cost-Plus-Fixed-Fee, Indefinite Delivery, Indefinite Quantity with a five-year base period with no option periods. Subsequent Task Orders will be issued for individual efforts. The estimated level of effort is 756,500 hours for the entire potential performance period. The North American Industry Classification System (NAICS) Code is 541330 and the Small Business Size Standard $35.5M. The estimated release date for the solicitation is anticipated in August 2013 and response will be due 30 days thereafter. The solicitation will only be available electronically.
