Description

This notice is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12, NFS 1812, FAR Part 13, and NFS 1813. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. Offerors are required to use the On-Line RFQ system to submit their quote. The On-line RFQ system is linked above or it may be accessed at http://prod.nais.nasa.g ov/cgi-bin/eps/bizops.cgi?gr=C&pin= . The information required by FAR Subpart 12.6 is included in the on-line RFQ.

NASA/GSFC plans to award Multiple Blanket Purchase Agreements (BPAs) with a five-year ordering period for the Advanced Manufacturing Branch (AMB) of the Goddard Space Flight Center. The Blanket Purchase Agreement Offerors shall provide fabrication services and supplies to the Manufacturing Engineering Group in their respective areas of expertise for the development of instruments and spaceflight and non-spaceflight hardware interchangeable piece parts.

This solicitation is a 100% small business set-aside for commercial supplies and services, which generally have quick response times to meet critical research project requirements.

The statement of work, vendor questionnaire/vendor rotation categories list and blanket purchase agreement terms and conditions are attached to this announcement. Offerors may propose in one or more categories.

All staff supporting the activities described above will be located off-site at offerors facilities.

Offeror(s) having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures and references that demonstrate their capabilities. (See attached NASA/GSFC BPA Solicitation- Fabrication of Commercial Services and Supplies Vendor Questionnaire). The Government will award multiple BPAs resulting from this solicitation to offeror(s) that provide technically acceptable proposals that meet the Governments requirements.

The following factor shall be used to evaluate Offerors: technically acceptable documentation, literature, brochures and references that demonstrate their capabilities to manufacture per engineering drawings with Aerospace industry tolerances to meet one or more rotation categories. The fabrications of products or services proposed as spaceflight are required to be, ISO 9001 or AS9100 complaint, items proposed as non-flight will not require respondents to be ISO 9001 or AS9100 compliant. Offers shall indicate if they are ISO 9001 or AS9100 complaint and provide supporting documentation.

A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror(s) within the time for acceptance specified in the offer, shall result in a BPA without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Questions regarding this acquisition must be submitted in writing (e-mail is preferred) no later than July 11, 2014. It is the quoter's responsibility to monitor this site for the release of amendments (if any). Potential quoters will be responsible for downloading their own copy of this notice, the on-line RFQ and amendments (if any).
