Description

This is a Combined Synopsis/Solicitation for
commercial services. This requirement is issued
as a Request for Quotation (RFQ) prepared in
accordance with Federal Acquisition Regulation
(FAR) subparts 12.203 and 13.5, under NAICS Code
541990 (All Other Professional, Scientific, and
Technical Services), with a small business size
standard of $19.5M.

This announcement constitutes the only
solicitation; quotations are being requested and
a separate solicitation will not be issued. This
requirement is being solicited as 100% woman
owned small business set-aside.

The Health Resources and Services Administration
(HRSA) is contemplating issuance of a Blanket
Purchase Agreement (BPA) pursuant to FAR Part
13.303. This BPA will allow the issuance of
Firm-Fixed Price (FFP) Call Orders.

The period of performance of this procurement is
one (1) 12-month base period with four (4)
12-month option periods.

Background
The Health Resources and Services Administration (HRSA) is seeking to establish a Blanket Purchase Agreement (BPA) for Architect and Engineering (A/E) technical assistance. This contract aims to support HRSA in reviewing federally assisted construction and modernization projects, which are funded through various federal laws and appropriations. The goal is to ensure compliance with applicable federal statutes and regulations while enhancing HRSA's capacity to monitor and provide technical assistance on construction-related projects.

Work Details
The contractor will be responsible for the following tasks:

1. Perform program and A/E reviews of federally assisted construction projects.

2. Conduct outreach to award recipients and HRSA staff to ensure compliance with federal laws.

3. Provide technical assistance on A/E documentation and related reviews for federal construction-related assistance programs.

4. Manage federal records in accordance with 36 CFR 1222.32, ensuring that all data created for government use is properly managed and scheduled for disposition as per legal requirements.

Period of Performance
The BPA will have one (1) 12-month base period with four (4) optional 12-month periods.

Place of Performance
The primary place of performance will be the contractor's facility, with potential teleconferences for partnering meetings, which may also occur at HRSA offices upon request.
