Description

Justification and Approval for A-E POL IDIQ MAC Contracts: N39430-20-D-2241, N39430-20-D-2242, N39430-20-D-2243, N39430-20-D-2244, N39430-20-D-2245, N39430-20-D-2246, N39430-20-D-2247, N39430-20-D-2248, and N39430-20-D-2249 Bridge to extend the period of performance by 12 months.

Background
The Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is seeking to extend the period of performance for its Architect and Engineering (AE) support contracts related to the Petroleum Oils and Lubricants (POL) program. This justification is aimed at obtaining authority to use other than full and open competition for a twelve-month bridge extension on the existing IDIQ MAC contracts, which are set to expire on 31 August 2025. The extension will allow sufficient time for the follow-on award of a new competitive contract for POL AE services.

Work Details
The primary purpose of the IDIQ MAC is to provide Architect and Engineering support for NAVFAC EXWC in executing the NAVFAC POL program. The resultant projects will include design, inspection, and engineering services for pipelines (above ground and undersea), fuel storage tanks, and associated systems at POL facilities worldwide.

The work is classified into two main categories:
1. **Design and Engineering**: This involves planning, design, preparation of specifications, and drawings for new and existing POL facilities.
2. **Integrity Assessment**: This includes inspection and testing of fuel piping systems, tanks, valves, pumps, control systems, and all ancillary POL support facilities in accordance with American Petroleum Institute (API) guidance.

Services may also encompass assessments and designs supporting new construction, repair, renovation of fuel storage systems, cathodic protection systems, emergency backup power systems, fire protection systems, control systems, spill containment systems, among others.

Period of Performance
The contract extension will cover the period from 1 September 2025 to 31 August 2026.
